Summary DCSA Industrial Security is looking for an experienced Industrial Security Specialist with extensive experience and knowledge of Federal laws, regulations, policies, operational principles, and compliance elements/concepts associated with IS, Counterintelligence, investigations, and interview techniques. You will be responsible for handling complex IS functions within the NAESOC, and to assist the Chief as necessary in managing, directing, and coordinating day-to-day operations. Responsibilities The purpose of this position is to serve as a Senior Industrial Security Representative, responsible for handling the more difficult, complex, and challenging ISP issues within the National Access Elsewhere Security Oversight Center (NAESOC). In this capacity, the incumbent serves as a member of the NAESOC. Under guidance from the NAESOC Chief, the incumbent manages or assists with the implementation of operational support programs for IS, assists with resolving issues within the NISP, and participates in the development of new programs and initiatives, improving efficiency, quality, and readiness of IS & field elements. The incumbent will provide Industrial Security Oversight and Technical Expertise in all aspects of the NISP within the NAESOC to cleared industry and NAESOC Office personnel, as well as support Coordination, Communication, QA, Operational Metrics, Operational Reporting Documents, expertise in the development of weekly reports to HQ, and Data Analysis support for the NAESOC. As part of this oversight role, the ISR confirms that NISP activities, critical communications, Mission Strategy Unit (MSU)/Foreign Ownership Control or Interest (FOCI) products are completed, analyzed, evaluated, and modified as necessary to meet Industrial Security (IS) protocols and national security standards. You will also be responsible for the following duties: Utilizes critical thinking to identify, document, compose reports and communicate security program vulnerabilities/32 CFR Part 117 non-compliance and associated mitigation actions to internal/external stakeholders up to the senior executive level. Demonstrates competency of analysis methods and professional writing skills to complete comprehensive reports, and oral presentations with the ability to succinctly express ideas and concepts to internal/external stakeholders. Employs interpersonal skills and uses a situationally adaptive approach with internal/external stakeholders to gain cooperation and commitment to resolve security issues. Conducts security reviews and security oversight activities of contractor facilities. Facilitate internal integration efforts. Determine continued contractor eligibility for a facility security clearance (FCL) under the NISP. Independently conducts, records and oversees security violation investigations and/or associated activity occurring at contractor facilities to include the loss, compromise, or suspected compromise of classified information/material. Performs advisory and mentorship roles as necessary with less experienced personnel, provides training and conducts quality assurance activities for Industrial Security Specialists. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/ GG- 12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Utilizing National Industrial Security Program (NISP) policies and experience working in industrial security with an understanding of NISP/NISPOM Rule requirements. Providing oversight of foreign ownership, control, or influence at cleared industry. Providing advice and assistance related to industry mergers, acquisitions, restructures, and spin-offs as it relates to potential impacts to NISP entity eligibility determinations. Conducting or providing industry oversight of security inquiries and security violation investigations through closure. Utilizing change management including experience introducing change or new ideas within organizations. Supporting quality assurance oversight of work products and/or oversee work products of junior personnel. Specifically you will be evaluated on the following competencies: 1. Accepts responsibility for mistakes. Complies with established control systems and rules. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
