Job Description:

MAJOR RESPONSIBILITIES:

30% Coordinate data and information management activities at the Country level and SCRAMER Countries:

Participate in the relevant data and information management team and activities.Develop and implement information management strategies contribute to the design and implement data strategies and systems.Assist the data team and others communicate the status, value, and importance of data.Support the collection, storage, management and protection of data in the countrySupport consolidation of data systems, including the interoperability of operational data and systems.Ensure consistency of data and results for country, project and States analysisIdentify risks and opportunities based on insights derived from dataSupport the coordination with other department, external and internal partners on data and information management efforts and mechanisms, including UN agencies, the Region, GC and other institutions with statistical or data interestsLead or take part in the relevant IM networks (internal and external) on Humanitarian Responses and related issuesImprove data quality in the county through field support, capacity building, monitoring and feedback.Support data security, data protection and responsible data-sharing.
 

30% Support WV Sudan with data and information management support:

Provide technical guidance on methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, profiling, statistical analysis, predictive analytics, big data, international recommendations, GIS, data visualisation, maps, official statistics and other data and information management activitiesSupport the analysis of primary and secondary data for interpretation and evidence-informed decision making.Support the monitoring of data and information management activities in WVS for integrity, veracity, reliability and credibility and compliance with policies.Document needs and capacities for data management activitiesProvide technical and training support to operations.Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies)Support planning process (standards, methodologies) quality assurance and technical advice on Theories of Change and indicators, as well as with data and statistical analysis.Support monitoring by providing quality assurance and technical advice to the monitoring methodologies, data collection and analysis.Review and assess country-specific data systems and needs; provide recommendations for solutions.
 

20% Support Data Analysis process for Quality reporting:

Lead and undertake geospatial analysis, statistical analysis, targeting, surveys, indicator definition and other data management activitiesConsolidate data and information for analysis.Support analysis for comparative from Grants, States and country analysis, including political and socio-economic trends.Take part in planning processes (Country Strategy, HNRP, HNO etc. Compile and analyse data to support the development of the strategy in a humanitarian response.Compile and analyse relevant information to inform response design, program management, operational improvement and opportunity for learning, and to support evidence-based decision-makingUndertake the analysis of trends concerning changes at output, outcome and impact levelsDevelop information management products such as indicators, templates, maps and dashboards.Help ensure data is curated and stored in data databases and libraries in accordance with standardsSupport solutions for meeting `communication with communities’ information and data needs.Show flexibility in responding to the data and reporting needs of the organization and other stakeholders for more efficiency in data collection and reporting.Incorporate privacy protection of beneficiary information in line with WV or donor data protection policies & procedures.
 

20% Support National Level and SCRAMER Reporting  

Prepare reports on information management activities.From the Operation Dashboard data, create static/online mapping identifying the location, sector, impact of WV’s response operationsPrepare Infographics and Situation Reports (Sit Reps) for SCRAMER, regular reports as needed or required by the internal and external stakeholdersCoordinate Grants and PNS Teams to ensure that they are reports are uploaded in different databases including the Disaster Grants database, Horizon, iMPAQ etc.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

5 years in data or statistical field, 3 years in international context and/or humanitarian or development situation.Strong experience in usage of computers and office software packages (MS Word, Excel, Lotus Notes, Online documents)Strong experience in managing and designing web-based applications and databases – proven experience in translating client information management needs into efficient and relevant information management, information knowledge, and communications structures.Experience with data sharing, data management and data analysis to support policy formulation and implementation.

Required Education, training, license, registration, and certification:

The holder of this position must have a minimum of bachelor’s degree in computer science, Information Technology, Data Analysis, Statistics, Social Sciences, or any other related course from a recognized university.A master’s program in related field will be an added advantage.

Preferred Knowledge and Qualifications:

Solid background in the Windows Operating System; comfortable invoking, stopping, or restarting System Services, installing and uninstalling software, creating user groups and setting up user privilegesKnowledge of national and international statistical systems; knowledge of international protection, human rights and international humanitarian law; experience in data collection and analysis in field situations; knowledge of GIS and geospatial systems and techniques.Good understanding of Object-Oriented Languages – in particular, Java and networking standards (including mobile communications), database management systems with particular emphasis on MySQL scripting, advanced Microsoft Excel skills, and database management tools such as MySQL Query Browser and Administrator.Solid networking skills – able to set up, secure, and administer wireless ad-hoc peer-to-peer networks; ability to isolate and troubleshoot network connectivity difficulties accordingly and through running IP configuration tools, resetting wireless connections; understands TCP/IP protocol.Ability to troubleshoot IT problems – both hardware and identify software failings; aware of how to log, track and systematically troubleshoot IT problems.Must have familiarity with humanitarian quality assurance mechanisms including Sphere, Red Cross Code of Conduct, Humanitarian Accountability Partnership, Do No Harm, People in Aid Code of Good Practice.

Travel and/or Work Environment Requirement:

Office-based with frequent travel to the field.
