INFORMATION SECURITY SPECIALIST (TITLE 5)
Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INFORMATION SECURITY SPECIALIST (TITLE 5), Position Description Number T5005000 and is part of the NC ANG, National Guard (145th ALW / PN:010457234) . Responsibilities As a INFORMATION SECURITY SPECIALIST, GS-0080-12, you will plan, organize, and oversee the Information Protection activities of the wing. Formulates security program goals, plans, policies, and procedures related to the development and operation of wing-wide information protection functions and activities; provides direction and guidance to subordinate employees; set and adjusts short and/or long-term priorities; establish metric and analysis systems to assess efficiency and effectiveness; evaluate requirements for additional resources and balances organization needs with overall mission requirements and resource interests.; identify need for change in organizational priorities and takes action to implement such changes; establish review systems for the wing that ensure certain government information protection needs are met and validated, and that economy and quality of operations are maintained or improved presents, justifies and defends Wing priorities and interests; establish a resource program and provides comprehensive information to NGB for programming cycle input; provide input to questions of allocation of resources and works to obtain necessary resources to effect information protection programs across the Wing; ensure information protection requirements are considered or included on any new or revised program, equipment, facility or staff operation; manage the DoD Information, Personnel, and Industrial Security Programs; evaluate compliance of activities with complex security requirements, identifies deficiencies, and ensures corrective action is identified for each deficiency found; prepare reports and briefs commanders on requirements and recommendations; research, evaluate, prepare, and disseminate replies to policy questions relative to all assigned programs; accountable for the successful accomplishment of IP mission goals, objectives and the secure accomplishment of all other Wing mission goals and objectives; report directly to the Vice-Commander and provides timely, objective, expertly-guided, unfiltered, risk based situation awareness, analyses, and countermeasure recommendations to assure mission protection and success; responsible for effective and integrated performance of IP activities to include information, personnel, and industrial security and Insider Threat programs; responsible for integrating multi-functional disciplines in Wing organizations to effect cohesive strategies designed to mitigate the compromise, loss, unauthorized access/disclosure, destruction, distortion or non-accessibility of mission related assets including sensitive and/or classified information, technology, equipment, facilities and people; develop Wing procedures and performance measures and ensures successful accomplishment of the information protection mission; serve as the risk assessment/risk management advisor to CC/CV for the converged IP disciplines exclusive only of physical security requirements; formulate, articulates, executes, and delivers risk assessments across functional areas; oversee the Wing's enterprise security risks and countermeasures performance, ensuring consistency with International, National, Interagency, DoD, and AF directions; identify current gaps in risk management actions and policies; educate Wing non-security personnel on human attention and intervention required to prevent information attacks and creates an enterprise constituency for the Information Protection program; identify areas of and specific vulnerabilities by quantifying susceptibility to intelligence collection and related or external responsibilities, relationships and dependencies that impact specified missions; communicate the relative importance of risks identified and recommends countermeasures; identify and implements countermeasures; exercise supervisory personnel management responsibilities. direct the overarching focus and direction of the organization; provide broad directions for work by articulating goals or financial constraints of higher level management or headquarters; select candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives; ensure reasonable equity of performance standards; explain performance expectations to subordinates and provides regular feedback on strengths and weaknesses; appraise performance of employees rated; approve expenses for overtime, training and employee travel; recommend awards, and changes in position classification; hear and resolve employee complaints; initiate action to correct performance or conduct problems of employees and initiates serious disciplinary actions involving subordinates; ensure documentation prepared to support actions is proper and complete; apply EEO principles and requirements to all personnel management actions and decisions and ensures all personnel are treated in a manner free of discrimination. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE: (Must have 1 year equivalent to at least next lower grade level of GS-11) Experience in a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Experience in a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Experience in security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. Ability to plan and carry out reviews of unit and/or contractor security security programs, analyze and evaluate reports and conditions to recommend remedial actions. Experience in using a wide variety of guidelines including public laws, Executive Orders, the Code of Federal Regulations, Department of Defense and Air Force policy letters, and NGB and ANG policies and regulations for a portion of the activities. Risk identification and risk management guidelines regularly applied at this level consist of broad security guidance, directives issued by national security agencies; general agency policy statements and objectives; and others that are not specific in how they are to be defined, implemented, and monitored.
