Job Description
+ The Department of Management (DOM), Division of Information Technology (DoIT) is seeking a skilled and motivatedInformation Technology Enterprise Expert – Executive Technology Officerto guide the development and optimization of IT solutions that effectively address agency needs, while maintaining a service- and value-focused approach.
Key Responsibilities:
+ Strategic Technology Deployment & Stakeholder Management:
+ Serve as the primary point of contact for agency partners, building and maintaining trust and strong relationships to understand and address their IT needs.
+ Lead proactive business-level discussions with agency stakeholders, ensuring a service- and value-driven approach to all technology initiatives.
+ Guide agency partners in evaluating IT solutions, preparing business cases, and assessing the cost-benefit tradeoffs and risks of proposed solutions.
+ Coordinate ROI and performance metric evaluation to ensure that technology solutions meet the expected outcomes and align with agency goals.
+ Product Vision & Roadmap Development:
+ Collaborate with Product Owners, Product Managers, and agency stakeholders to define and refine the product vision and strategy for IT solutions.
+ Develop and oversee product roadmaps, ensuring alignment with both business needs and technology capabilities.
+ Manage the product life cycle from inception to delivery, working with cross-functional teams to ensure continuous improvement and achievement of target success rates.
+ Vendor & Technology Evaluation:
+ Establish and maintain relationships with vendors, ensuring their products and services align with the agency's technology needs and goals.
+ Evaluate vendor offerings to determine their suitability for addressing agency requirements, and make recommendations for new or upgraded systems.
+ Maintain a forward-looking view of vendor direction and market trends, ensuring that the agency stays ahead of technological advancements.
+ Cross-Functional Collaboration & Communication:
+ Facilitate communication between internal functional teams and ensure that agency needs are clearly communicated to appropriate IT teams (e.g., DOM DoIT).
+ Identify and address potential conflicts or synergies between business functions and technological solutions, ensuring that cross-functional initiatives are aligned and effectively managed.
Please note, candidates for this positionmust
reside in the state of Iowa at the time of starting the role.
The salary for this position will not exceed pay grade 40 of the 014 AFSCME pay plan ($150,404.80).

Background Check Requirements:

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
**Please note: to pass the initial screening, applicants must demonstrate the stated experience in the minimum requirements.
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment.
2) All of the following (a and b):
a. Five years of full-time work experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment; and
b. One of the following (i or ii): i. Twenty-four semester hours of accredited post-high-school course work in one of the specialty areas listed in part a; or ii. Certification from an authorized educational institution or a major computer/software producer in an area directly related to one of the specialty areas listed in part a.
3) A total of nine years of education and/or full-time experience in one or more of the following areas: mainframe computing systems programming; computer-based networking (LAN, WAN); database management systems; applications development, maintenance, and testing; server and workstation operating systems; telecommunications carrier operations; and/or Internet/Intranet development and deployment, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes two years of full-time work as an Information Technology Specialist 5.
