Summary This position is assigned to the Systems Solution Division, Office of the Chief Technology Officer, Bureau of the Diplomatic Security(DS/CTO/SSD). You will be responsible for the planning, management, and oversight of all CTO IT projects involving infrastructure development, software development, and systems integration. Responsibilities Oversees the planning and execution of all office IT projects. Monitors project performance to ensure delivery of timely and complete products that meet all requirements. Provides guidance to project managers. Provides leadership in applying project management methods and approaches to improve IT investment decision making, enhance customer services, strengthen relationships with partners and stakeholders. Provides advice and guidance to managers and staff in the development of productive business relationships with customer organizations throughout DS. Develops and implements IT project management standards, policies, procedures, tools and associated infrastructure to ensure that all IT projects are effectively managed and controlled. Serves as government technical monitor in concert with the contract officer's representative to oversee contractor services that support the accomplishment of IT project management activities. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below Attention to Detail - Is thorough when performing work and conscientious about attention to detail. Customer Service -Works with clients and customers to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations and knows about available products and services. Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others and attends to nonverbal cues, and respond appropriately. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions and makes recommendations. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience directing and leading complex IT projects utilizing knowledge of IT project management in accordance with business objectives. Experience collaborating with cross-functional teams to manage and implement IT software projects. Experience providing leadership and guidance to internal and external stakeholders and interacting effectively with individuals at all levels. Experience leading software development teams for life cycle management processed and identifying future technology needs and solutions. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
