Information Technology Program Manager (Policy and Planning)
Summary About the Position: The U.S. Military Entrance Processing Command, headquartered in North Chicago, IL, is a jointly staffed command, staffed by representatives of all branches of the Armed Forces. The command, through its 66 military processing locations (Military Entrance Processing Stations (MEPS)/Remote Processing Stations (RPS)), determines whether applicants are qualified for enlistment based on standards set by each of the services. This position will be filled on a Permanent basis. Responsibilities As an Information Technology (IT) Program Manager (Policy and Planning), you will: Serve as Command's Deputy Chief Information Officer which includes managing the J-6 IT Directorate Programs. Develop a portion of the Information Technology (IT) portion strategic plan. Develop affordable and executable information master plans as part of the Command Strategic Plan. Ensure system availability and authority to operate. Support modernization and agile product development and delivery. Recommend Organization structure changes, position description updates, and billet moves to meet emerging mission and IT technologies. Develop affordable and executable information master plans as part of the Command Strategic Plan. Determine appropriateness of contactor performed work. Provide oversight of projects and resources (i.e. monitoring costs, work and contactor performance). Supervise the performance of subordinates within the Command. Oversee resolution of serious/complex grievances/complaints/disciplinary actions of employees. Oversee resources (manpower, equipment, funding) for the Directorate. Oversee/train subordinate leaders on administrative functions including timecards, performance reviews, award program, work schedules, union negotiations. Develop IT policies for Command. Prepare training plans and performance evaluations for subordinate employees/supervisors. Prepare/review briefing products for senior leader decisions or updates. Individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, including: Evaluating information technology services to formulate strategic plans to cover near and long term requirements to meet organization goals; Overseeing the organization's information technology resources; Applying information technology policies, principles, and practices in the delivery of planning, management and modernization; Developing briefing slides and information papers and conducting oral Question & Answer sessions for internal and external senior leadership; Overseeing all supervisory administrative functions (awards, union negotiations, performance appraisals, disciplinary actions, etc.) for a large and complex directorate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
