Minimum QualificationsEITHER: 1) Reachable on the Civil Service eligible list; OR 2) Eligible for reassignment by virtue of having permanent competitive service as an Information Technology Specialist 2-Programming (SG-18); OR 3) Eligible for transfer under the provisions of the Civil Service Law by virtue of having one year of permanent competitive service in an appropriate title.To be appointed via the NY HELPS program, you must meet the following requirements:A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of experience in information technology; or two years of experience in information technology.Preferred QualificationsExperience in application development and configuration with one or more of the following technologies: ServiceNow, Microsoft, .NET Technologies (such as C# or VB.NET), Tungsten Automation (Kofax) Total Agility, or Mobile Application FrameworksExperience with one or more of the following: Developing or modifying existing stored procedures, triggers, packages and database objects for OracleUnderstanding of Enterprise Resource Planning (ERP) systems and their integration into business processesApplied experience in analyzing, developing, and supporting interactive external web applicationsKnowledge of RESTful APIs for seamless communication between web servicesFamiliarity with Integrated Development Environments (Microsoft Visual Studio, Visual Code, Eclipse)Familiarity with GIT-based source control solutions for efficient code managementA commitment to providing outstanding support to end-usersStrong written and oral communication skillsAbility to collaborate effectively within a team and across departments Additional Comments The Information Technology-Business Solutions department has vacancies for Information Technology Specialist 2-Programmers on two teams: our External Portal Solutions and Workflow and Document Management Solutions.The department is seeking to fill multiple vacancies.NY HELPS Program InformationThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications, and any specialized requirements, of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
