Information Technology Specialist
Summary The position is located on evening Shift C (11pm-7am Monday - Friday), Operations and Scheduling Branch,, Technology Office, Rural Development. The staff is responsible for executing, maintaining, and updating the automated financial systems for the Technology Office. The incumbent provides scheduling maintenance for an on-line automated real time production management system. This is a remote/virtual position. Responsibilities Designs and develops changes or modifications to databases that require the application of a variety of techniques and methods to evaluate and determines the effect the changes will have on other areas in the data base. Performs workload analysis of own workload on assigned project and provides estimates of man-hour and machine requirements for design, code, test, documentation, and implementation of assigned data automation requirements. Integrates file and record design. Determines data elements and codes to be used. Develops recommendations for projects and studies to improve various standard databases and software. Participates, collaborates, responds, and resolves customer requests for Information Technology (IT) services or problems in the most efficient and effective manner. Utilizes online automated scheduler software packages to create and submit JCL job streams and to document job attributes, execution and distribution instructions. Identifies and determines corrective action to be taken in case of job terminations. Suggest methods to resolve processing malfunctions to complete job requirements in a minimal amount of time. Maintain input and output internal control logs, and a file of computer run requests. Requirements Conditions of Employment Qualifications Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. In addition to the above requirement you must have at least one year of full-time specialized experience equivalent to the GS-7 grade level in the federal government performing at least one of the following duties -OR-Have successfully completed two (2) full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must submit your college transcripts to support your educational claims). Specialized experience is defined as ability to modify JCL and multi-process job streams to meet production schedules in a timely manner. Knowledge of JCL to include statements override to correct irregularities and increase productivity of job streams. Knowledge of various command languages and utilities such as Control M, TSO, JES, JES-MASTER, EASYTRIEVE, JCL, C-LIST, CA-11, COBOL, IDMS-DC, CICS, FILE-AID, DFSORT, PROCS, ABEND-AID, HOUR GLASS, ABARS, DASH, EFT, etc. in order to troubleshoot and suggest corrective actions. Document and communicate technical information, complex in nature, describing scheduling, hardware, software, systems, operations, etc. problems; taking impact, cause and resolution of problem, into consideration, and present to upper management. Knowledge of interfaces and interrelationships of all the various automated accounting used by the COE in order to accommodate user request and/or to resolve conflicting priorities and processing problems.
