Summary The position is located in the Global Tactical Communications Division, Network Technologies Office, Deputy CIO for Enterprise Infrastructure, and Bureau of Information Resource Management (IRM/EI/NT/GTC). The Division provides network redundancy or failover systems and augments Posts’ communications transport layer to provide critical radio, voice, video, data, and DT staffing resources to maintain communications systems. Responsibilities Coordinates and integrates broadcast system testing and restoration efforts. Designs, develops, monitors, coordinates, and conducts a variety of technical and operational tests and evaluations of IT systems and communications equipment, systems, networks, and facilities. Recommends new approaches, cutting-edge technologies, and other solutions for enhancing the efficiency of the systems. Conducts cost/benefit analysis of networking, switching data communications LAN/WAN, wireless, and other systems, and recommends technical improvements Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Identifying the need for changes based on new technologies; develop and implement new testing approaches and policies based on introduction of cutting-edge IT solutions; ensure equipment is fully operational during a crisis. Customer Service - Coordinate with team leaders, and project managers to coordinate objectives and plans for several communications programs. Oral Communication - Provides expert advice in support of the operation, maintenance, and control of IT and electronic communications equipment to support the various program delivery systems. Problem Solving - Ensuring smooth operations and maintaining customer satisfaction, especially in situations where technology or equipment issues may arise. AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and evaluating voice, radio frequency, video, and data services for deployments to crisis and special events. Experience leading and coordinating the installation and maintenance of global IT infrastructure for a multinational organization, including computer systems, networks (LAN/WAN), PBXs, and wireless communication systems. Experience analyzing performance data, researching alternative technical solutions, modifying systems and database configurations to resolve issues impacting the confidentiality, integrity, for availability of secure communications programs. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
