Responsibilities You will serve as a Information Technology Specialist (CUSTSPT), Communications Shore Modernization and Network Directorate, Headquarters Support and SCI Communications Department (CIO5) at Navy Information Forces (NAVIFOR) Headquarters, Suffolk, Va. You will provide training and guidance for the civilian and military Assistant CTRs. You will review and analyze billing, invoicing and administrative reports between the NMCI Service Provider and the command. You will prepare documentation for reutilization or repurposing of excess hardware items and receives new hardware items in a recurring basis. You will lead technical personnel in projects involving the procurement and deployment of IT equipment items supporting the headquarters staff. Requirements Conditions of Employment Qualifications Basic Requirements This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail- IT-related experience demonstrating this competency include: Maintaining situational awareness (SA) of Network Operations connectivity requirements and capabilities as to ensure effective command and control. 2. Customer Service- IT-related experience demonstrating this competency include: Providing technical expertise concerning Navy Enterprise-wide development, implementation, modification, and management of long and short range IT planning and goals. 3. Oral Communication-IT-related experience demonstrating this competency include: Presenting reports and briefs to technical, non-technical, and senior personnel on research and development of network services. 4. Problem Solving-IT-related experience demonstrating this competency include: Resolving difficult issues and making recommendations on delivering network transport services. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing all command Move, Add, Change (MAC) submission requests, processes NMCI service orders, service build-out requests and provides technical and engineering info to NMCI contract line-item numbers (CLINs). Experience managing IT Projects and installs. Experience working and planning under budget constraints. Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. Additional Information This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
