The Broward County Board of County Commissioners is seeking qualified candidates for Information Technology Specialist (Database Analyst).

The Office of Regional Communications and Technology (ORCAT) is responsible for the County’s 911 program and all technology infrastructure that supports public safety communications in Broward County. 

The E911 Section of the Office of Regional Communications and Technology is responsible for the implementation of lifecycle, strategic, and operational projects to enhance the overall call-handling process for over one million 911 and over eight hundred thousand non-emergency calls annually by all Public Safety Answering Points (PSAP) in Broward County. E911 supports and maintains a mission-critical environment which includes the voice network (i.e., wireless, and non-wireless), voice recording, MIS reporting and analytics, language translation services, Text to 911/call handling and processing equipment, address updates and maintenance for call routing, and support continuity of services. The E911 section is committed to providing technology solutions to enhance the call processing environment and ongoing support for high availability associated with mission-critical systems at the PSAPs.  E911 has established several key projects as top priority to transition from the existing 911 call delivery and call processing infrastructure to Next Generation 911 (NG911). We are excited about our direction and transition to NG911 and would like you to join our team.

General Description
The Communications and Technology Division is seeking candidates for an Information Technology Specialist (ITS) to fulfill the role of Database Analyst. The Database Analyst will be responsible for SQL Database support, Data Analysis, Data Mining, Business Intelligence Integration and support, database design and data replication, report development and report scheduling, automatic report generation and distribution, and serve as the subject matter expert for all reporting requirements associated with the NG911 implementation. This role will lead in the design, development, testing, and implementation of databases, database interfaces, and end user reports for the Office of Regional Communications and Technology. The ITS will be required to provide database and systems support 24 X 7 as needed. Travel between the Public Safety Answering Points (PSAP) within Broward County is required. The ITS manages large scale information technology projects, works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field. (One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience.

Special Certifications and LicensesRequires the possession and maintenance of a valid Florida E Class Driver's License
Requires the possession of or eligibility to obtain basic CJIS Security Awareness Level 4 certification.

SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

- Assist as the liaison between the Regional Communications Operations Team, Operator, and consultants for data analytics.
- Work with management team to create a prioritized list of ORCAT reporting needs
- May supervise professional and technical personnel on assigned work teams 
- Maintain backups and backup schedules across all E911 systems and databases.
- Serve as a Data Analyst for data mining, analysis, and reporting on the call processing environment
- Assist in planning, design, setup, testing and implementation of databases required for the Next Generation 911 environment
- Assist with updating all SOP documents associated with E911 databases
- Design and develop scheduled reports for exception call processing.
- Design, develop, and implement business intelligence tools and performance dashboards
- Design, develop, test, and implement interfaces to obtain data from disparate and legacy systems
- Support the existing Replicated Databases and all interfaces
- Assist with database upgrades on key application databases utilized internally
- Development of reports in SQL Server Reporting Services (SSRS)
- Assist in developing reports of Key Performance Indicators
- Write SQL queries when needed
- Become proficient and support Power BI tools and Voice Recording System (VRS) search tools.
- Serve as backup for all project activities associated with the GIS Assessment and Remediation initiatives.
- Serve as the backup liaison to agencies, carriers, customer premise equipment vendor(s), and internal County staff for the County   Geospatial Routing database that will be used for Next Generation 911.
- Assist in establishing and maintaining the Geospatial Database for Broward County to ensure and maintain 98+% accuracy across      the Automatic Location Information Database, MSAG Database, and the County equivalent GIS Databases
- Serve as backup for exception reporting and coordinating all remediation activities associated with the GIS Central Repository data     by working with the individual agencies for timely reporting and updates.
- Responsible for designing, modeling, developing, and supporting SQL Relational Database Management Systems (RDBMS).
- Write SQL queries when needed for troubleshooting, data analysis, and interfaces

Additional Responsibilities:
- Maintains change control records to record system activity in preproduction and production environments.
- Promotes and supports replicated database changes and upgrades through Change Management; 
- Assist with capacity planning and fine tuning of databases for optimal performance

- Maintain up-to-date system documentation in SharePoint
