Responsibilities You will design, code, debug, and maintain programs using Java, JavaScript frameworks, web development, and workflow applications (i.e., JIRA, Power Platform) as a Web Application Developer. You will design, monitor, and implement improvements in response to new requirements, changes in IT security policy, security issues, and bug fixes. You will act as a project manager in bringing together customer requirements through business process analysis and implementing technical solutions that enhance user-developed content and meet business and technical requirements. You will establish troubleshooting procedures and documents solutions to common problems for reference by other specialists. You will automate server provisioning, configuration, and application deployments using cloud and containerization technologies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Providing guidance in implementing IT security policies and procedures in the development and operations of network systems. 2) Coordinating operations at the local level designed to ensure, protect, and restore IT systems, services and capabilities. 3) Analyzing and interpreting technical specifications into integrated applications that automate business processes. 4) Participating on teams responsible for planning, design, development, testing, integration and deployment of Web-based applications that interface with configurations of hardware and software. In addition to the specialized experience above, your experience must reflect skill in the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education N/A Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. A 40 hour work week is typical for this position. This position requires the employee to occasionally travel away from the normal duty station. This position may require the employee to work overtime on an emergency basis. The employee may be recalled to duty. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Physical Demands The work is primarily sedentary. Some work require walking and standing in conjunction with travel to attendance at meetings and conferences away from the work site. Some employees may carry light items, such as papers, books, computers, small parts, or drive a motor vehicle. The work does not require any special physical effort. Work Environment The work is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safely precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g, use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The employee may be called upon to perform hands-on maintenance of equipment and cables or inspection of work performed by others in confined spaces as crawl spaces, manholes and cable vaults. Some tasks will require appropriate safety equipment and apparel. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
