Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the IT Department (N6) of NAVSUPPACT SOUDA BAY. Responsibilities You will serve as the principal Installation Information Technology (IT) Lead and senior analyst. You will be responsible for managing, directing or performing work necessary to plan, design, acquire, test, implement, support or modify systems for solving problems or accomplishing work processes by using information technology (IT) systems. You will plan and direct work to be accomplished by subordinates, set short-term priorities, manage long term projects and prepare schedules for completion of work. You will review IT programs to assess overall compliance with IT plans and policies and alignment with business requirements and processes or changes in legislation or regulatory requirements. Requirements Conditions of Employment Qualifications One year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing work methods and procedures for opportunities to improve efficiency or effectiveness, has responsibility for finding ways to eliminate significant bottlenecks and barriers to production. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting customers in installing applications, trouble-shoots post-installation problems, and coordinates the technical support of deployed applications. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Giving advice, counsel or instruction to employees on both work and administrative matters. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Reviewing IT programs to assess overall compliance with IT plans and policies and alignment with business requirements and processes or changes in legislation or regulatory requirements. In addition to my experience demonstrating the four competencies above, must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning and developing new projects, program execution and oversight of Information Technology (IT) services; 2) Evaluating the impact of new guidance and policies on IT programs; 3) Identifying issues and resolving critical problems on projects related to IT systems and life cycle management; and 4) Overseeing budget execution for Information Technology projects.
