INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN)
Summary You will serve as a IT SPECIALIST (PLCYPLN in the Operations and Plans Branch of MARINE CORPS BASE CAMP BUTLER. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Responsibilities You will perform work involving a wide range of IT activities that include architecture and infrastructure planning and management, capital planning and investment control, policy and standards development, training, and resource management. You will be responsible for developing and maintaining strategic plans, assessing policy needs and developing policies. You will conduct audits of IT projects and programs; prepare IT budgets, and establish metrics to measure and evaluate systems performance. You will provide technical assistance to tenant and user activities on matters of engineering including functional layout, technical requirements, and standards. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Analyzes and evaluates computer capabilities and processing techniques to ensure appropriate information transfer. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include Explains, illustrates and demonstrates proper use of operating systems, software and hardware and web services to customers. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicates assignments, milestones and deadlines to professional employees highly skilled in specialized network related technical disciplines. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifies problems and specific issues in assigned areas and conduct preliminary analyses of systems to determine nature of requirements, logical work and information flows. In addition, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing project management, developing plans and schedules, estimating resource requirements, defining milestones, monitoring activities; applying policy and planning formulation process; drafting IT policies and plans; IT capital planning process; AND monitoring contractor's work to ensure conformance to plans and specifications. Overtime or night differential pay and/or unusual duty hours may be required.. Overseas allowances may be authorized in accordance with Department of State. This is a bargaining unit position. Tour of duty will be 24 months. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
