Information Technology Specialist (Systems Analysis)
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Data Analytics & Services Group (DASG), Division of Provider Systems Management (DPSM). As an Information Technology Specialist (Systems Analysis), GS-2210-14, you will serve as an Information Technology Specialist providing speciality in the development and anlaysis of technical information over advanced systems, data, and programs. Responsibilities Function as the principal IT Specialist for all division projects, products, and services associated with program integrity data analytics. Plan, coordinate, and perform systems design and development of a major IT functional area, which may include providing direction to lower-level staff and/or contract personnel. Make recommendations on new application development concepts, techniques and tools could be applied to modernize IT systems. Serve as the primary point of contact for division communications related to assigned work and issues that span multiple projects, products, and services associated with program integrity data analytics. In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Leading Information Technology (IT) projects to deliver IT products, services, or systems using Systems Development Life Cycle (SDLC) or Agile methodologies; AND Assessing IT projects or systems to ensure effective implementation of system changes and improvements; AND Collaborating with internal or external stakeholders on implementing enhancements to modernize IT projects using expertise of IT principles, methods, advancements, or systems concepts; AND Writing IT related standard operating procedures, initiatives, requirements, and/or Statements of Work/Objectives. Applicants must also have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. You must be able to obtain/maintain a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Level III Certifcation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
