An exciting opportunity to join a multi-disciplinary team working on one of the largest Disaster Recovery Programs in the United States. You will be part of an expert team working with local communities across the US Virgin Islands, supporting the Office of Disaster Recovery in building safe, resilient & thriving communities by completing key recovery projects to transform and strengthen the Territory’s infrastructure.
The USVI Office of Disaster Recovery, a division of the Virgin Islands Public Finance Authority, has entrusted us with the critical task of managing and supporting federally funded recovery projects across the U.S. Virgin Islands. Our work will involve overseeing the reconstruction of key educational, healthcare and infrastructure projects, all of which were severely impacted by Hurricanes Irma and Maria in 2017. We are looking for a highly collaborative Infrastructure Cross Functional Senior Project Manager who will be responsible for the management of cross functional areas in support of the infrastructure projects of this multi-billion dollar disaster recovery program. In this crucial role, you’ll oversee and optimize the flow of services and information within Jacobs and the US Virgin Islands program. Based at the client site in the US Virgin Islands, you’ll be responsible for managing and collaboration with the project teams and overall program delivery for the infrastructure sector. This will include the management of the project stakeholders, project development from conception through completion in accordance with the program objectives and coordination of infrastructure managers across all projects. You will manage, provide oversight, and facilitate resolution to complex project related challenges.
As a member of our program management team, you will manage the pre-construction and construction phases of our infrastructure projects working with our team of grants administrators, schedulers, risk, document, design review, commercial, environmental management team. You will also manage handover coordination with operations and maintenance managers along with logistics, sector coordinator and project cost support.
As the Infrastructure Cross Functional Senior Project Manager, you’ll play an integral role in mentoring staff, forming long-term relationships with clients, and pursuing new work, including strategy development, positioning, proposing, and negotiating contracts. You’ll provide effective, skilled project management to help reduce the costs of delivering projects while adding value to the business by applying proven project management techniques.
Manage project development from programming through completion in accordance with program objectives; Responsible for overseeing the cross functional team with managing and administering contract agreements for project consultants, contractors and vendors; Develop bid packaging strategy, together with Sector Lead; Provide support to team in managing pre-bid and post-bid meetings, production of boilerplate construction contract and expedite client execution of that contract; Assist Program Director, Sector Lead and team in managing all budgets, schedules, scope development, design and construction contracts, documents, procedures and controls for assigned projects.; Assist (as applicable) with input and maintenance of cost information using the cost management system developed for the Program; Responsible for overseeing the team in the design review and cost estimate review processes in conjunction with DM feedback and support; Support the team in the reviews and approval of A/E invoices and contractor pay applications and change orders; Responsible for overseeing the team in attending meetings or assigning staff to cover weekly job progress meetings; ensure timely issuance of meeting minutes during design and construction by A/E team and contractor respectively; Responsible for overseeing the project delivery team for overall relationship with client administrative leadership to ensure collaboration, minimal disruption, cooperation and communication in occupied sites; Support team in managing the permitting process to confirm A/E submission for compliance; Responsible for overseeing the team in managing other functions (commissioning, soil investigations, etc.); Coordinate information requested by auditor; Conduct weekly project update meetings with assigned Project Managers (PM); Oversee procurement and bid recommendation process; Review and approve all A/E contract amendments.; Provide direct oversight on the final A/E amendment for project closeout; Attend and report to client during the weekly owner meetings; Assist the Sector Lead in the writing of policies and procedures; Serve as the liaison between Program Director, Sector Lead, and subordinates; Oversee the Cross Functional team in managing the Risk Mitigation Plan / Safety Management Plan / Project Execution Plans / Relationship Plans; Oversee the Project Managers in managing the interface between project delivery and funding; Review Key Performance Indicators / Site Visit Reports submitted by PMs; Responsible for reviewing and preparing reports to the client; Responsible for issuing Performance Improvement Plans and documenting employee performance; Responsible for the successful execution of all other tasks necessary to support the Program; Regularly brief senior management and other key stakeholders on program/project/task status measurement data; Take overall responsibility and accountability for the quality of project documents in adherence with Jacobs Quality Program, endorsing and implementing company policies and procedures.
'- Bachelor’s degree in Architecture, Engineering or Construction Management discipline.
- 10+ experience in construction
- Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems/components and technology, team building, and client relationship building.
- Strong written and verbal communication skills.
- Self-motivated, initiator, leader; demonstrated through professional society involvements or related activities.
Ideally you'll also have:
- Master's Degree in Architecture, Engineering or Construction Management discipline. - Project Management Professional (PMP) or Certified Construction Manager (CCM) certification.
