This position is part of the Behavioral Health Administration (BHA), created to manage Department of Human Services (DHS) efforts to plan, develop, and maintain both internal and external facing tools to achieve Behavioral Health Home (BHH) and Officer-Involved Community-Based Care Coordination (OICC) services initiative goals. This position serves as an analyst of multiple complex program activities that have several components with state-wide impact, including but not limited to: Behavioral Health Homes (BHH) services, Officer-Involved Community-Based Care Coordination (OICC), with ongoing intersectional work with Certified Community Behavioral Health Clinics (CCBHCs). This person focuses on working with and supporting numerous stakeholders including fellow staff, team and department leads across community care, integration reform, behavioral health administration, sustainable systems of care development, and other administrations as necessary to complete the work.
**Domain of responsibilities include, but not limited to:**
+ Provide project management, technical assistance, analysis, and guidance for Behavioral Health Home (BHH) services program and Officer-Involved Community-Based Care Coordination (OICC).
+ Develop and maintain professional knowledge base required for this position; inter-personal communication skills, cultural responsiveness, and skills necessary to champion the implementation of the DHS policy on Equity, Diversity, and Inclusion.
+ This position is expected to prepare and assist in the interpretation of health care data for measurement of outcomes of payment reform and health care delivery reforms such as BHH services.
+ Collect, analyze, and interpret information and data to assist the department and clientele in understanding the impact of care coordination, care delivery transformation, and payment transformation issues on cost and quality.
+ Plan, develop and maintain program, policy, financing, and systems changes needed to ensure that Minnesota complies with federal changes required as part of the Patient Protection and Affordable Care Act as well other changes to federal regulations related to care coordination, care management, case managements, and integration of Medicaid services, including health care, behavioral health, long term services and supports, and social services.
**Minimum Qualifications**

Three (3) years of working experience advocating and/or providing support for mental health program and/or services.
**Experience must include:**
+ Understanding of person and family centered approaches.
+ Advanced skills using Microsoft Office suite, specifically MS Word and MS Excel.
+ Researching and analyzing multiple sources of data for meeting compliance standards.
+ Database management that includes: creating databases, data collection, creating data polls, manipulating and securing data.
**_*Bachelor’s degree in social sciences, public health, or another related field may substitute for one (1) year of work experience_** **_._**
**_**Master’s degree in social sciences, public health, or another related field may substitute for two (2) years of work experience._**
**Preferred Qualifications**
+ Knowledge of change management and continuous improvement principles.
+ Variety of experiences working effectively with others from different backgrounds and cultures;
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding;
+ Proficiency using continuous improvement tools and/or models;
+ Experience with and management of large databases;
+ Knowledge/experience in evaluation and statistics; Ability to present and facilitate discussions to solicit and explore diverse perspectives;
+ Ability to produce reports that portray information to a diverse array of audiences;
+ Demonstrate a high level of ability to work collaboratively across divisions, administrations, and in partnership with community organizations;
+ Knowledge of health, public health / communities, health care systems, behavioral health, and quality improvement.
+ Knowledge of primary care operations, behavioral health, community integration, partnerships, Health Information Technology, care coordination models, community health models, or new payment models.
+ Understanding of Minnesota's current health care and social service purchasing, payment, and delivery infrastructure from government and private sector points of view.
+ Knowledge of federal, state, and county government, laws, rules, regulations, and guidelines regarding Medical Assistance and MinnesotaCare programs.
