The primary purpose of this position is USAFE-AFAFRICA program coordinator for ISR Security Cooperation Exchanges and Signals Intelligence (SIGINT) military-to-military relationships. Responsibilities -Administers the USAFE-AFAFRICA ISR Security Cooperation program. On behalf of the United States Air Force and in support of United States European Command (USEUCOM), United States Africa Command (USAFRICOM), and USAFE-AFAFRICA objectives/key line of efforts, prepares, coordinates, and implements all aspects of the command's ISR Security Cooperation program. -Administers the USAFE-AFAFRICA Intelligence Directorate building partnerships and military-to-military contact programs. Proposes, plans, and schedules events with Joint Contact Team Program nations. -Participates in special studies to determine and satisfy short and long-term intelligence requirements of combatant commanders and the nation. May assist in programming and budgeting resources to ensure program objectives are met for providing timely, tailored, quality ISR Security Cooperation products, applications, and services. -Ensures security procedures and regulations are strictly adhered to in the processing of classified materials. Has continuing access to sensitive and classified information and classified Local Area Networks (LAN), to include both Secret and Top Secret. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of concepts, principles, and practices in multi-INT ISR capabilities, tradecraft, and processes within the Air Force and Joint ISR domain. This position requires an understanding of knowledge and how to best administer security cooperation goals with partners and advice ISR policy and strategic planning at a national level. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of the intelligence, surveillance, and reconnaissance security cooperation programs in order to develop partner nation's intelligence capabilities, interpret policy, and commit resources. 2. General knowledge of IC policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and operations planning, training, and/or other intelligence related activities. 3. General knowledge of the intelligence, surveillance, and reconnaissance capabilities of NATO and other potential partner nations in the US European Command area of responsibility as well as current and projected interoperability plans and programs focused on increasing the ability of US intelligence activities to share in the processing, exploitation, and dissemination of intelligence in a coalition environment. 4. Knowledge of security procedures to maintain control of classified material and skills in handling classified data in accordance with established DoD procedures. 5. Skills in database management and production of reports and other products that are responsive to the specific needs of customers to include formulating, gathering, organizing, and analyzing information, resolving conflicts, and presenting clear and concise findings. 6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to work. CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
