Intelligence Specialist (Operations)
Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HODA G-2, Ml SUPPORT, STABLE SHADOW PROGRAM, FORT BELVOIR, VA. Responsibilities Serves as the HUMINT Operations Chief (HOC) supporting Joint Task Force. Leads, manages and deconflicts Joint Task Force HUMINT operations, joint and contingency support, support to Technical Requirements, policy development affecting the Joint Task Force Area of Responsibility/ Operations. Directs HUMINT Branch staff to support management of: HUMINT collection requirements, HUMINT reporting, HUMINT source data, de-confliction of information, and analysis of threats and Foreign Intelligence Security Service (FISS) information. Serves as an authority in DoD HUMINT policies, procedures, doctrine, collection, and operations. Assists the JX in the administrative oversight in personnel management. Works closely with the J2X on HUMINT activities and manages the development of all HUMINT deliverables. Establishes and maintains extensive liaison network with Intelligence Community, DODIIS community, CI/HUMINT organizations, and component personnel. Provides accurate information and timely advice and recommendations to Joint Task Force staff directorates. Keeps Joint Task Force J2 informed of JX activities and personnel matters. As HUMINT Operations Chief, assists planned or proposed phases of HUMINT operations for the purpose of assessing effects on current operations, resources required, and benefits to be derived. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Managing Human Intelligence (HUMINT) operations and programs, 2) HUMINT Collection; and/or 3) HUMINT policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 13 Months by a current permanent DCIPS Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation Incentives are NOT authorized. This is an Emergency-Essential (E-E) position. Position will be designated Emergency Essential (E-E) in support of mobilization and wartime mission. Employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority. E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Employee must pass a medical examination and receive required immunizationsfor the overseas/deployed location. Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11). Must be able to comply with all federal agency security and medical requirements in order to obtain Staff-Like Access. Following initial adjudication of access, individual must be able to maintain qualifications for required access in order to perform temporary duty with other government agencies as directed. This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime or domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of Defense are not exempt from this provision. Therefore, as a condition of employment, incumbent will be required to sign a form acknowledging understanding of this provision.
