Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0J4AA CYBER MILITARY INTELLIGENCE GROUP. Responsibilities Serves as a Collection Manager in the Cyber Military Intelligence Group (CMIG) a highly visible, professional level senior staff member. Serves as a subject matter expert (SME) on all issues pertaining to collection, production management and intelligence systems architecture, including doctrine, policy, procedures, oversight, tactical, theater, and national-level coordination. Develops detailed collection plans to satisfy specific intelligence requirements, leveraging national and tactical AISR systems and resources. Conducts assessments of intelligence collection programming to ensure alignment with mission objectives and compliance with established priorities. Designs and apply advanced analytical methods to identify trends, gaps, and inconsistencies in intelligence data. Collaborates with analysts and engineers to develop and refine tools that improve intelligence processing and dissemination capabilities. Monitors and report on resource allocation to identify shortfalls and recommend adjustments for program efficiency. Develops and implement training programs to enhance the technical proficiency of junior analysts in intelligence tasks. Creates intelligence briefings tailored to senior leadership, addressing emerging threats and operational priorities. Manages the documentation and archival of intelligence findings to ensure accessibility and historical accuracy. Facilitates interagency collaboration to address intelligence collection challenges and align resources with mission goals. Serves as a representative in high-level working groups to advocate for organizational equities and priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Experience developing and implementing multi-discipline intelligence collection plans to address operational intelligence gaps and meet mission requirements. AND 2. Experience performing intelligence analysis using multiple data sources to identify intelligence gaps and recommend collection strategies. AND 3. Experience managing intelligence production activities, including the preparation and dissemination of detailed intelligence products such as briefings, assessments, and reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. NOTE: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI) security clearance.
