Summary About the Position: This position is with the US Army Corps of Engineers, Institute for Water Resources (IWR). This announcement is NOT intended for current, permanent Army employees. Responsibilities Advise issues concerning national and international engineering, environmental, maintenance, construction, operations and security of levees within the Organization’s authorities. Utilize design and construction evaluation of levees to evaluate the integrity, stability, risk assessment and management, and safety of existing earthen levees, floodwalls, and similar structures. Issue resolution of dams and levee safety program efforts and review reports on individual projects, to include, relocations, design criteria, cost estimates, reporting requirements, policy compliance, and project scheduling. Prepare regulations dealing with engineering after review of feasibility studies, designs, plans and specifications, formal advertising, inspection/evaluation, and other pertinent engineering and design policies, and procedures. Provide policy guidance to the organization, other federal agencies, congressional representatives and non-federal agencies based on need for clarification of policy and technical issues. Basic Requirement for: Civil Engineer 0810: All Professional Engineering Positions, 800 Requirements for Geologist 1350: Geology Series 1350 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: I have one year of specialized experience in the Federal service which includes: 1) Advise on issues related to construction, operation, maintenance, and security safety of over 740 dams and 2,500 levee systems within the within the organization's authority; 2) monitor development of national policies in the Civil Works program, operations and maintenance and identifies impact on the Levee Safety Program; 3) oversee safety trends for budget development using budgeting and financial systems; and 4) provide direction and issue resolution of the dam and levee safety program efforts and review of reports on individual projects, to include, relocations, design criteria, cost estimates, project planning, budgeting, reporting requirements, policy compliance, and project scheduling. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Civil Engineering Geology Information Management Safety Engineering Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
