Summary About the Position: Serves as project manager responsible for overall project planning, execution, control, and closure of projects associated with environmental, work for others, special projects, and other projects and related activities in the Special Projects Branch. Responsibilities Oversee the development of agreements with the sponsor/stakeholder and lead negotiation of agreements on behalf of the Corps of Engineers. Keep leadership informed about project though routine updates, project review boards, and other briefing. Develop risk management plans to identify, assess, manage, respond to, and communicate project risks. Lead multi-disciplinary project delivery teams in managing scope, cost, schedule, risk, procurement strategies, and other aspects of project execution. Execute communication plans that often involve engagement with senior Corps of Engineers leaders, local, state and federal officials, and the public. Manage budget by allocating funds to supporting elements, ensuring all charges are authorized, monitoring performance and obligations/expenditures. Conduct after action reviews, solicits sponsor/stakeholder feedback and documents lessons learned. Specialized experience is defined as: Knowledge of engineering concepts, principles, and practices; reviewing and evaluating the work of team members and engineers project work; ensuring engineering project and contract plans, and specifications are following regulations or guidance. This definition of specialized experience is typical of work performed at the next grade/level position in the federal service (GS-11).
