Summary About the Position: This position requires the application of a broad range of technical disciplines, including architecture, civil engineering, mechanical engineering, electrical engineering, structural engineering, surveying, and mapping, as well as administrative/management functions such as funds control, design cost estimating, contract analysis, contract negotiation, contract administration, and project scheduling and tracking. Responsibilities Acts as Project Engineer and ETL on one or more Architectural/Engineer (A/E) or in-house designed projects for construction, maintenance, alteration, repair, and for special projects or studies Assures that the overall project activities are properly scheduled, phased, and integrated. Participates in planning and design development. Establishes requirements for project features based on criteria obtained from other technical personnel involved in related design work, such as hydraulic engineers who set hydraulic guidelines, soils engineers designing embankment features, etc. Serves as Engineering and Construction Division coordinator for review of plans and specifications prepared by A/Es. Assists Supervisor and A/E Program Manager in the execution and management of the A/E Contracting Program. Serves as Engineering and Construction Division Point of Contact for Quality Control/Quality Assurance issues and is responsible for developing, policies and procedures to ensure quality technical products. Currently possess a Professional Engineer (PE) or Registered Architect (RA) License. At least a year experience as a Contracting Officer's Representative (COR) managing Architectural Design (A/E) design contractors. Specialized experience GS-11: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes; assisting in project engineering, engineering technical lead (ETL), and project management services for architectural/engineer (A/E) or internally created projects for building, maintenance, repair, alteration, and special projects or studies. solves, counsels on, or assesses less complex project management assignments as well as sophisticated ones that include challenging or uncommon planning, scheduling, negotiating, and coordination. At least a year experience as a Contracting Officer's Representative (COR) managing Architectural Design (A/E) design contractors. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Planning and Evaluating Problem Solving Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
