Summary THIS IS NOT A REMOTE POSITION. THE DUTY LOCATION FOR THIS POSITION IS SEATTLE, WA. About the Position: Serve as a Program Manager and Project Manager for the Military, Environmental, and Interagency and International Services (IIS) Branch, Planning, Programs, and Project Management Division (PPPMD) supporting military programs and associated stakeholder relationships. Responsibilities Manage and direct the investigating, planning, scope development, design, and construction of major interagency (i.e. Department of Veteran’s Affairs) projects through a matrix management process. Responsible for the overall management, control, coordination, and execution of assigned projects. Negotiate and integrate all functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), stakeholder needs and other agencies commitments in support of assigned project into a comprehensive management plan. Control and manage project milestones and budgets from planning through construction and initial operations. Assist other managers who have been assigned projects within the program area with funding needs, stakeholder concerns, and procedural advice. Serves as a Technical Manager and Contracting Officer's Representative on design and engineering projects for a wide variety of facilities and systems. Additional information about transcripts is in this document. Basic Requirement for Community Planner: A. Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Degree: Bachelor's degree (or higher) in landscape architecture or landscape design. OR B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Basic Requirement for Architect: Please see the Individual Occupational Requirement on OPM: Basic Requirement for Architect In addition to meeting the basic requirements above, to qualify you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Supporting activities directly related to Military Construction (MILCON) and Facilities Sustainment, Restoration and Modernization (FSRM) projects/programs; AND 2) Leading multidisciplined project delivery teams; AND 3) Managing scope requirements, schedules, and construction budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Interpersonal Skills Leadership Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Salary includes applicable locality pay or Local Market Supplement. Some of the occupational series of this Interdisciplinary position are covered by a Special Salary Rate (SSR). Salary range for Occupational Series 0810 is $132,039 to $159,048. Salary range for Occupational Series 0020, 0801, 0807, 0808 is $118,446 to $153,982. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework".
