Summary Salary Rate Range: *Salary Range for the GS-0810/830/850-13 Series is: $117,034 - $144,043 *Salary Range for the GS-0808/0819/0401/0110-13 Series is: $105,383 - $137,000. About the Position: The incumbent will be assigned to the Civil Works Project Management Team with responsibility for the project management of assigned multipurpose Civil Works studies and projects for the life cycle of the projects from feasibility phase of planning through construction. Responsibilities Coordinate the plan formulation phase for Civil Works projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Implement corporate decisions, guidance, laws, regulations, and policy in the development of projects and supporting products. Manage and control project funds to ensure efficient and effective utilization. Assure sponsor fiscal status remains secure and in accordance with established policies. Coordinate the design, cost engineering, construction phase for Civil Works projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Manage and control project funds to ensure efficient and effective utilization. Assure sponsor/customer or other agencies fiscal status remains secure and in accordance with established policies. Negotiate and integrate organizational functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and supporting commitments into a comprehensive management plan. Reconcile sponsor/customer concerns, assuring all participants are informed of project progress, issues and impacts. Serve as primary point of contact for projects assigned with sponsor/customer, Federal, state and local Government agencies, Congressional interests, other external organizations and higher authorities. Serve as Project Manager for Civil Works projects. Integrate sponsor/customer requirements and participation into a comprehensive management plan. Review project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost. Specialized Experience for the GS-13 position: (1) Project management and/or technical management involving the execution of planning/feasibility studies, development of contract acquisition strategies, development of project schedules and budget, leading interdisciplinary project delivery teams, and the implementation of Civil Works projects; (2) Providing technical advice and support to customers and other offices, including higher authority, on the execution of Civil Works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
