Responsibilities Serve as a senior design manager responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, budget development, and contract oversight of highly significant designs. Responsible for securing and coordinating the necessary resources to fully develop high quality deliverables through both Government in-house designers and Architect Engineering firms (A-E). Coordinate with other project delivery team members from across the Region in the planning, design, cost engineering, construction acquisition, and environmental considerations for design projects. Controls and manage the design milestones and budgets. Provides status reports on assigned projects to the project delivery team and Engineering management. Tracks all design changes and ensures modifications are made to budget and schedule as needed. NOTE: Initial appointment is in Sacramento, with the possibility of incumbent moving to construction site within 2 years. Other sites could be Reno, NV; Palo Alto, CA. Requirements Conditions of Employment Qualifications Direct Hire Authority for Certain Personnel of the Department of Defense (1109). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience planning for design of new construction, renovation or improvement projects; and/or experience reviewing design calculations, analyses, drawings, and specifications; and/or experience managing design reviews utilizing DrChecks/PROJNET or similar design review management application; and/or experience scoping, estimating, negotiating and administering Architect-Engineer (A-E) contracts which includes the development of independent government estimates and analysis of detailed engineering fee proposals; and/or experience securing and coordinating the necessary resources to fully develop high quality deliverables through either in-house or Architect Engineering firms (A-E); AND experience serving as the Engineering point of contact for communicating complex technical issues to customers, agency officials, and stakeholders, leading/mentoring lower graded staff members involved in performing design related activities, and exercising technical advisory responsibilities over Government Architect-Engineer (A-E) contracts or in-house Government designs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor: This position requires the possession of a current Professional Engineer (PE) or Registered Architect (RA) registration issued by any State in the United States, the District of Columbia, Guam, or Puerto Rico. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Architect (0808) Pay Scale - $114,332 - $148,636 Engineer (0801 / 0810 / 0830 / 0850 ) Pay Scale - $129,834 - $156,393 Permanent Change of Station (PCS) allowances MAY BE authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
