INTERDISCIPLINARY ENGINEER (CYBER)
Summary You will serve as an Auxiliary Fluid Control Systems Lead Engineer in the Hull, Mechanical & Electrical Control, Navigation, Network & Cyber Engineering Department of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). Responsibilities You will provide analysis and technical support to the NSWCPD Program Office, PEO SHIPS, and NAVSEA 05 in areas of Auxiliary and Fluid Control and Automation Systems. You will participate in program planning meetings with Navy and other DoD organizations and contractor representatives. You will provide technical leadership to other members of the program, assisting in developing and derivation of technical requirements for control system design, integration, and security. You will conduct technical reviews that assess the performance, effectiveness and risk of concepts, designs, and technologies of contractor proposals and related elements. You will support cybersecurity efforts including vulnerability assessments, improvements to enhance controls, and provides technical support for authorization and accreditation. You will plan and execute projects in the design of hardware/software equipment improvements and configuration changes. You will perform development and/or investigative work impacting the command and Navy goals and objectives for fluid systems automation including auxiliary and fluid control systems. You will conduct analyses to determine specific technical projects/programs goals, make decisions on tradeoffs and compromises, and selects best approach for accomplishing new requirements or resolving technical problems. You will develop plan of action, objectives, and milestones to include tasking, manpower, material (resource planning), financial requirements, and required coordination with other organizations/activities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer developing and implementing cybersecurity engineering for Hull, Mechanical and Electrical system controls (e.g., ballast, fuel oil, lube oil, fire main, potable water, electronic cooling water, thermal) to ensure lifecycle support for cybersecurity systems in a surface ship or craft. Examples of Qualifying Experience may include demonstrated knowledge and experience with U.S. Navy auxiliary fluid systems; containment and holding tank (CHT) systems, collective protective systems (CPS); experience with machinery control systems (MCS) and automation systems; programmable logic controllers (PLCs), tank level indicators (TLIs), and radar tank level indicators (RTLIs); providing project management, program management, team member, and team leader experience; financial resource management, including ERP access and contracting experience. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
