Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the National Ground Intelligence Center, Science and Technology Directorate, Advanced Conventional Weapons Division, Charlottesville, VA 22911. Responsibilities Serves as a scientific and technical analyst/engineer/scientist with responsibility for research, analysis, and production of finished intelligence products on vertical-lift aviation capabilities and technologies. Applies intelligence data, analysis techniques, and technical knowledge to assess the characteristics and capabilities of foreign vertical-lift systems (e.g., helicopters, quadcopters, compound, etc.), subsystems, and/or technologies. Applies knowledge of collected intelligence, technical principles, technology, operational environments, and tactics to assess the battlefield effectiveness, limitations, or vulnerabilities of foreign vertical-lift systems or technologies. Develops and utilizes new research methodologies, including computer-based performance models, databases, foreign materiel exploitation, and surrogate testing in a teamed environment. Identifies intelligence gaps and advocates for collection based on knowledge of collection systems. Creates new knowledge through discovery, development of research/intelligence collection strategies, independent/teamed analysis, or modeling to inform analogous DoD vertical lift development, countermeasure programs, or senior leader planning. Supports acquisition programs and decisions by providing technical assessments and models of the characteristics, capabilities, and performance of threat vertical-lift aircraft/helicopter systems, subsystems, and related technologies. Applies knowledge of aircraft design, RDTE, and/or operational principles to define critical intelligence issues and trends as well as innovative problem-solving techniques to support consumers ranging from our warfighters to national policymakers. One year of specialized experience equivalent to at least the GG/GS-12 grade level in the Federal service which includes experience in planning, directing, controlling and conducting research in all-source and other threat analysis.
