EXP is currently searching for an Intermediate Environmental Planner. The ideal candidate will be a motivated, detail-oriented, self-starter with at least 4 years of experience in environmental assessment (EA), environmental planning, and consulting services. Participating in a team of environmental professionals and reporting to various Project Managers, this person will be responsible for a broad range of tasks.
What a day at EXP has in store for you
Attend project progress meetings (typically via Microsoft Teams) with clients and provide updates on EA progress and other environmental components.
Communicate project updates to internal environmental technical team members.
Prepare and/or review EA planning reporting such as Transportation Environmental study Report (TESRs), Environmental Project Reports (EPRs), and Environmental Screening Documents (ESDs) (now Detail Design Environmental Summary (DDES) or Environmental Screening Memo (ESM) depending on MTO Region).
Review technical environmental reporting from internal team members.
Prepare write-up and costs for proposals relating to EA and environmental components.
Provide input to GANTT charts at project start-up and amend deliverable schedule dates as requested by the client.
Track budget spent for project environmental deliverables and flag to EXP Project Manager if there are any concerns regarding budget.
Review invoicing from environmental sub-consultants to ensure consistency with the agreement.
Prepare change orders for deliverables outside of the scope of works as agreed with the client.
Assist in obtaining conservation authority permitting under O.Reg. 41/24, as well as reviewing permitting relating to technical environmental disciplines (e.g. DFO Request for Review (RfR) packages and MECP Information Gathering Forms).
Review online resources such as MNRF Make-a-Map, DFO’s Aquatic Species at Risk Mapping, and Land Information Ontario datasets to inform proposals and projects.
Review new environmental legislation and guidance and ensure it is relayed to internal staff members for use in current and future projects.
Prepare and review consultation materials such as Notices of Study Commencement, Notices of Completion, and Notices of Public Information Centre (PIC).
Coordinate and oversee the preparation of materials for consultation events such as PICs, Stakeholder Advisory Committee meetings, and Technical Advisory Committee meetings, as well as attendance.
Attend meetings with approval agencies, Indigenous Communities, and other stakeholders.
Respond to consultation comments and send to the client for review prior to release.
Assist junior staff members and review their work deliverables as requested and required.
Liaise with internal departments and external clients with regards to project queries and concerns and proactively address project issues.
Preparation of QA/QC documentation for projects and ensure adherence to processes noted within.
What Your Experience Looks Like
At least 4 years’ experience in leading and coordinating transportation (highways, municipal roadways, bridge and culverts, etc.), transit and stormwater-related EAs under the Ontario Environmental Assessment Act (e.g. MTO Class EA, Municipal Class EA, TPAP) with minor supervision.
University degree or diploma in environmental planning, urban/regional planning, geography, civil engineering, or related field.
Designated as a Registered Professional Planner (RPP) or eligible to become an RPP is an asset.
A sound understanding of applicable EA provincial and federal legislation and guidance.
Experience developing and leading consultation plans that involve diverse stakeholders (e.g. public, Indigenous Communities, approval agencies), as well as preparing and coordinating stakeholder consultation events such as Public Information Centres (PICs), Stakeholder Advisory Committee Groups, and Technical Advisory Committee Groups.
Experience in preparing a variety of EA related documentation including TESRs, EPRs, ESDs (now DDES or ESMs) etc.
Experience in preparing other technical environmental reporting such as Erosion and Sediment Control (ESC) Plans, Assessment of Past Uses (APU) and other excess soil (under O.Reg 406/19) documents, ESA Phase I and IIs, Soil Management Plans, Tree Inventory and Preservation Plans etc. would be considered an asset.
An excellent understanding of all disciplines that fall within the requirements of the EA process such as fisheries and terrestrial, archaeology and cultural heritage, excess soils and waste management, designated substances & hazardous materials, ESC, air quality and dust emissions, and noise.
An ability to critically review technical reporting pertaining to the previously noted disciplines.
A good understanding of permitting and approvals associated with the above noted disciplines (e.g. DFO RfR and authorizations, MECP permitting and overall benefit permits, the process for obtaining concurrence from MCM for archaeological assessments etc.).
Project budget management, scheduling of environmental deliverables (i.e. creating and updating GANTT charts), and an ability to manage both internal and external (e.g. sub-consultants) environmental project staff ensuring deliverables are on time and of quality.
Client relationship management (including sub-consultants) and an ability to maintain good relationships with clients through delivering projects to time and quality.
An ability to manage both EA and environmental projects, along with preparing input to proposals.
Experience in supporting, training and mentoring junior staff.
Ability to converse and/or write in French is an asset.
