Intra/Inter-Agency Reimbursable Work Agreement (IRWA) Specialist

ANALYGENCE is seeking a IRWA Specialist to join our team supporting the Department of Homeland Security. This position will perform recurring assignments in support of reimbursable work agreements which can be either an inter or intra governmental transaction.

Duties may be supported remotely from a home office within approximately 50 miles of the Washington DC metro region with ability to be onsite if requested.Review and process Reimbursable Work Agreements (IRWAs) procurement request (PR) packages submitted by various program offices.Support both pre-award and award activities during the IRWA planning phase throughout IRWA award including assisting with the development and/or creation of the documents for the PR Package including the requirements document, cost estimate and S Treasury Fiscal Forms 7000A and 7600B.Knowledge and familiarity of the rules, regulations and guidelines outlined in the Treasury Financial Manual (TFM) for IRWAs. Bachelor's Degree and a minimum of 3 years of relevant experience (additional years of experience in lieu of degree can be considered).Ability to successfully obtain a government DHS Suitability security clearance.Experience using a system and/or database that tracks PR packages. Experience running various types of financial reports within a financial management system and/or database. Experience creating, managing and maintaining official government acquisition files on a shared drive. Experience processing Intra-Agency Reimbursable Work Agreements (IRWAs) within G-Invoicing for Intra-governmental (IGT) Buy/Sell transactions or the ability to be trained on G-Invoicing preferred. Ability to work in a remote environment with little to no supervision. Ability to work in a high fast paced environment processing multiple IRWAs with time sensitive established deadlines.Ability to follow government established mandates, agency specific policies, directives, and guidance Ability to function as the primary point of contact and the liaison between all stakeholders involved in the acquisition process such as the Program Office, PM, CAAO, S&T Budget Director, CFO, OGC, FA Team, Obligations Team, and the servicing agency POCs.Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools; solid knowledge of Prism Experience using Abode Acrobat PRO for document creation and manipulation.Excellent written and verbal communication skills.
