Summary This position is located in Department of Homeland Security (DHS), U.S. Coast Guard, Aviation Logistics Center/Command (ALC), Medium Range Surveillance (MRSPL) Product Line, Elizabeth City, North Carolina. Responsibilities This position serves as a senior inventory management specialist, performing analytical work in managing, regulating, coordinating, or exercising control for a complete category of highly complex materials.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Planning, expediting, forecasting, coordinating, analyzing, resolving and reporting on all supply involvements pertaining to material or systems managed. Developing and managing a budget for procurement of material and services in support of managed items. Authorizing the expenditure of funds against a budget in order to accomplish assigned tasks; reporting budget status to supervisors. Resolving issues and controlling actions in an inventory management function. Developing and preparing communication such as: standards, local guides, proposals, messages, letters or initiating correspondence to exchange information, resolve critical issues; or relay supply decisions. Requirements Conditions of Employment All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Key Requirements: Must be a U.S. Citizen or National. This is a Bargaining Unit position. Selectee subject to successful completion of pre-employment medical exam. Time in Grade requirement must be met by the closing date of the vacancy. Qualifications At the GS-11 level: Applicant must have one year of specialized experience equivalent to the GS-09 level in the Federal service is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Knowledge of federal Acquisition Regulations; maintaining inventory control records in an automated system (AMMIS); analyzing operational reports and plans and work schedules to determine the compatibility of planned support programs. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. At the GS-12 level: Applicant must have one year of specialized experience equivalent to the GS-11 level in the Federal service is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: analyzing and evaluating the effectiveness and efficiency of Inventory Control Point (ICP) level inventory management programs and operations; monitoring the status of funds; developing and managing a budget for the procurement of material and services in support of managed items; and recommending improvements to enhance inventory management program and/or operations effectiveness. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Education This position does not have a positive education requirement. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
