The Investments Division manages over $16.4 billion in investments in over 30 portfolios. These funds range in size and include the funds that make up the state’s general fund and state trust funds for health care, education, and transportation. The Investments Division also manages the investments in the START college savings program. The Investments Portfolio Manager is responsible for investing $2.5 to $5.0 billion of the State of Louisiana’s investment portfolio initiating prudent and profitable trading of fixed income and/or equity securities in order to satisfy the cash management and long-term needs of various state entities. PREFERRED QUALIFICATIONS: A Baccalaureate degree in finance, accounting, economics, statistics, or mathematics plus ten years of professional level experience in investments or a Master’s degree in accounting, business administration (MBA), finance, economics, statistics, or mathematics plus at least one year of professional level experience in investments. SUBSTITUTIONS: Designation as a Chartered Financial Analyst (CFA) will substitute for the required master’s degree. A Ph.D. in accounting, business administration, finance, or economics will substitute for two years of the required experience. Designation as a Chartered Investment Counselor (CIC), Certified Investment Management Analyst (CIMA), Chartered Market Technician (CMT), Certified Public Accountant (CPA) and/or Personal Financial Specialist (PFS), a Certified Treasury Professional (CTP), or a Certified Fund Specialist (CFS) will substitute for one year of the required experience. Job Concepts The Investments Portfolio Manager performs highly advanced, complex asset management work on multiple large investment portfolios. Work involves researching, analyzing, and evaluating securities and other investment information to implement approved investment policies and programs. Works with extensive latitude of the use of initiative and independent judgment. The Investments Portfolio Manager develops investment strategies, including asset allocation and risk control management. Monitors performance of securities in assigned portfolios and assesses daily capital requirements of the central cash management system. The Investments Portfolio Manager represents the State Treasurer on various Board and Advisory Panels related to investment. This position requires a Team player as everyone acts as back up with the other job positions: Portfolio Manager and the Operations Manager. Examples of Work Performs highly advanced, complex asset management work on multiple large investment portfolios. Work involves researching, analyzing, and evaluating securities and other investment information to implement approved investment policies and programs. Works with extensive latitude for the use of initiative and independent judgement. Responsible for investment risk management and asset allocation modeling related to funds managed. Assists in performing complex modeling of strategic and tactical asset allocation, risk management, measurement, and analysis. Work includes assisting in the development of strategic and tactical asset allocation; assisting in developing methodologies to identify, measure and mitigate risk exposures related to the endowment investment portfolios; assisting in defining appropriate risk measures, controls, and limits; performing advanced statistical modeling and analysis of investment risk factors; and assisting in preparing related reports and presentation. Oversee efforts to identify and implement investment strategies, overlays, or satellite exposures to maintain portfolio risk and return targets. Oversees the gathering and assessment of information from various sources, including analysis of the economy and interest rate trends, and recommends strategies for construction of large or highly complex portfolios. Oversees and/or makes purchase, sale, and hold decisions for assets in assigned portfolios. Oversees the coordination with traders on the timing of sales and purchase transactions. Oversees and/or sources, conducts due diligence, and provides management and day-to-day oversight of any external investment managers. Oversees and/or drafts, negotiates, and monitors investment management agreements and related schedules. Conducts economic studies to maintain current information on holdings and recommends additional transactions. Develops investment strategies, including asset allocation and risk control management. Monitors performance of securities in assigned portfolios. Recommends and selects portfolio strategies and appropriate mix of securities in assigned portfolios. Actively participates in the development of new investment programs. Consults with other officers, administrators and community leaders to gain input and develop new investment programs. Develops short and long term investment policies and strategies based on management and investment objectives. Represents the State Treasurer on various Boards and Advisory Panels related to investments. Assesses daily the capital requirements of the central cash management system making deposits to assure that they are sufficient to meet obligations or withdrawals if funds on deposit are judged to be in excess of needs. Develops recommendations for management on investment goals and strategies; projects cash requirements and revenues; analyzes investment trends and new investment products and practices in order to improve current practices and investment yield. Meets with State Treasurer or Assistant State Treasurer to review investments, cash management and collateral practices. Represents Treasury Department in negotiating any proposed cash management practices with outside vendors regarding cash management funds. Reviews, recommends and discusses proposed legislation that would influence the state's cash management, investment or collateralization programs. Advises state agencies on establishment of bank accounts necessary for program needs and also utilize the most efficient cash management methods for the benefit of the state. Reviews laws and practices regarding the acceptability of securities for state funds. Reviews new securities with dealers and Assistant State Treasurer regarding their eligibility as collateral. Communicates pertinent information to the State Bond Commission personnel, investment bankers and other necessary persons regarding the state central cash management and investment programs to describe our approach to and accomplishments in these areas. Devises policies and procedures for recording and filing investment transactions. Prepares reports and financial statements to describe status of investments. May serve on investment committees.
