SUMMARY: This position is assigned to the Training and Exercise (T&E) Section of the Operations Branch, Idaho Office of Emergency Management (IOEM), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to manage T&E projects related to the preparedness and operational capabilities for each of the IOEM mission areas (prevent, protect, respond, recover and mitigate) for the State of Idaho, and to coordinate, prepare, and maintain essential emergency planning capabilities for IOEM functional programs for all levels of government, private/public partnerships, and the Emergency Support Functions.

MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state).Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods.
(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
(4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, by the IOEM Training and Exercise Program, and by the Adjutant General; must agree to successfully complete online courses as determined by the same.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Must have 30-months of specialized experience performing duties
(1) Functional knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho.
(2) Functional knowledge of training program management and planning, and the ability to provide training guidance, determine training needs, and recommend changes to stakeholders to facilitate timely delivery of courses and appropriate scheduling.
(3) Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Idaho Emergency Operations Plan (IDEOP), and similar business and/or military project management systems.
(4) Knowledge of project management methodology to identify and manage training project dependencies and milestones, to include the identification of goals and objectives, budgetary requirements and project scope.
(5) Working knowledge of web-based collaborative planning tools such as WebEOC, the IEOM Training Toolkit, and the Learning Management System (LMS).
(6) Knowledge of state and local government structure to interact effectively with a variety of federal, state, tribal and local government agencies, non-governmental organizations, private-sector businesses and citizens, and to create collaborative/cooperative environments.
(7) Knowledge of data and information management processes, programs, and other software to incorporate data fields into the planning process to generate a comprehensive planning document, including electronic transfer and adapting documents into varied electronic formats.
(8) Working knowledge of the Microsoft Office suite of programs; and the ability to generate plans products and develop multi-media presentations used in the facilitation of meetings, training, exercises and planning projects.
(9) Knowledge and skill in written and oral communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent IOEM in interactions with other organizations.
