The Loan Officer will help develop, implement and promote the financing investment programs of the Business Development Division. The incumbent in this position will review and evaluate applications for financing, service the existing loan portfolios and make recommendations to the Executive Director of Business Development, Technical Advisory Committee, Commissioner and Board for approval. This position will monitor agency programs for compliance with agency policies and practices as well as state and federal laws, and will assist communities and businesses region-wide in determining financial needs and strategies.
The loan officer will provide outreach and assistance to inform communities, businesses and other clientele of the procedures and requirements for participation in the agency’s programs, as well as assist in identifying financing needs. The employee in this position will prepare legal documents for approved debt financing requests to protect, maintain and monitor the interest, of the state.
This position will be located in Eveleth, MN with the eligibility for a hybrid telework schedule. If approved for telework, the incumbent will be required to complete a telework agreement.
This position will require reporting to the primary work location up to four (4) days per week during the probationary period, and a minimum of three (3) days per week on regular basis.
Occasional travel is required.
**Minimum Qualifications**
+ Three (3) years advanced professional experience in the area of finance, marketing, or economic development in private business, government or non-profit organizations.
* _Bachelor’s degree in business, finance, accounting, public administration or other closely related field as determined by the agency can substitute one (1) year of experience; Master’s degree substitutes for eighteen (18) months of experience._
+ Strong knowledge of generally accepted accounting principles, lending and financial analysis to understand business financial statements and records.
+ Advanced working knowledge of banking practices and debt management sufficient to manage complex debt structures within public and private sector lending practices and programs.
+ Strong written and oral communication skills that demonstrate the ability to make effective presentations before government officials, business leaders, and other stakeholders to explain and defend decisions, and make financing recommendations.
+ Excellent organizational and interpersonal skills.
+ Experience working with a diverse clientele including the commitment to equity and diversity in the work environment.
+ Valid Minnesota Driver’s License.
**Preferred Qualifications**
+ Bachelors’ degree in a business, finance, accounting, public administration or other closely related field.
+ Commercial lending experience.
+ A thorough understanding of collection procedures and legal remedies available to creditors.
