This position serves our partners at the Minnesota Pollution Control Agency (MPCA). The MNIT MPCA team provides technical expertise for the organization’s applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate. As an IT Business Analyst, you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders to understand the structure, policies, and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. This includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives. The Business Analyst works as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. The Business Analyst works with development team members by collaborating on the development, testing, deployment, and adoption of solutions. Experience must include: + Creating business relevant artifacts: business and functional requirements, process diagrams or process maps, models, and use cases. + Experience gathering and communicating business needs and functional requirements via the following: High Level Requirements, Business Process Models, UML Diagrams, Wireframes, Use Cases, and UserStories (with /Acceptance Criteria). + Analyzing organizational processes to identify opportunities for improvement and to verify adherence to documented standards. + Excellent negotiation and facilitation skills sufficient to participate in discussions among system users, representatives state and partner agencies, as well as other IT staff + Knowledge and use of defect management tools such as Mantis or Jira. + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving.
