SUMMARY:
The Program Manager is the senior on-site official responsible for the overall success of the IT project and is the face of the company to client representatives. Has full responsibility for managing a high-level IT Infrastructure contract.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• The Program Manager has complete authority to on behalf of TMSI during the term of the awarded contract; has complete and independent financial authority for purchase of material as necessary; and is authorized to accept reports and all other correspondence on behalf of the company.
• Proven ability to lead and direct challenging projects and execute assignments independently.
• Have demonstrated experience providing administrative oversight, corporate management, and ability to provide overall technical, schedule, and cost direction.
• Information Technology (IT) related subject matter expertise relevant to providing IT Infrastructure support.
• Thoroughly understands the contract and ensures accurate execution of plans, specifications, statement of work, task orders, safety plans, quality control plans and all other project-related plans and procedures.
• Plans, coordinates, directs and supervises personnel, subcontractors and vendors ensuring that they complete the work on time and within the budget safely, while meeting high quality standards and to the customer’s satisfaction.
• Promotes the highest degree of safety and ethics standards.
• Ensures compliance with Government regulations, certifications, and requirements.
• Establishes schedules, budget and monitor/control costs, contractual requirements including billings, safety and daily reports and weekly updates.
• Develops and maintains positive employee relations.
• Ensures that contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction.
• Establishes and fosters teamwork among the Project Management Office (PMO) management team and subordinate staff; motivates management/staff teams to plan and executive functions necessary for successful contract compliance; provides direction and supervision as necessary.
• Establishes and maintains a liaison with the Contract Officer Representative (COR) and other designated client representatives; consults regularly to evaluate and ensure client satisfaction with performance.
• Performs all other administrative, operational and logistical functions necessary to successfully manage the contract.
REQUIRED SKILLS
EDUCATION AND EXPERIENCE:
• Ten (10) years of management experience, with at least five (5) years involving Federal Government programs.
• Must have and maintain a Top Secret Clearance.
• Extensive experience with agile management of IT contracts.
Skills, Knowledge and Abilities:
• Must be extremely knowledgeable of IT contracts.
• Extensive knowledge of DOD and Navy regulations and certification requirements.
• Demonstrated strong time management, planning and program management skills.
• Proven ability to interface with all levels within an organization.
• Must be skilled in developing positive customer relations skills.
• Strong verbal and written communications skills.
• Strong analytical and problem solving skills.
• Strong presentation and diplomacy skills.

Essential functions require light to moderate physical exertion in lifting and carrying items weighing from 10 to 50 pounds with occasional lifting over 50 pounds with assistance. The position requires long periods of standing, stooping, climbing and working in areas of operating equipment. Work shall be performed both at off-site and on-site locations.
