IT Project Manager (IT Project Specialist 3) - Provisional **GENERAL DUTIES** This position encompasses professional responsibilities for the oversight, planning, work management, coordination, analysis, functional design, and quality assurance associated with the assessment and implementation of information technology initiatives, policies, strategic plans and goals with varying levels of difficulty and with varying degrees of latitude for independent action and judgment. Under administrative direction of a university IT manager, with broad latitude for independent action or decision, all personnel perform information technology project work that delivers secure, effective application systems and technology solutions for business needs using established project methodologies and best practices throughout all phases of the IT project lifecycle. In addition to using traditional project methodologies and best practices throughout all phases of the IT project lifecycle, where appropriate, an IT Project Specialist applies their experience with specific and/or emerging technologies and non-standard IT projects to identify patterns and make recommendations on approach, methodologies and policies. There are three (3) Assignment Levels within this classification. All personnel perform related work. Assignment Levels 2 and 3 may also supervise staff. To view the complete job description, go tohttp://www.cuny.edu/about/administration/offices/hr/classified-civil-service/ccsjobs/and view the Job Description for **IT Project Specialist.** **CONTRACT TITLE** IT Project Specialist **FLSA** Non-exempt **CAMPUS SPECIFIC INFORMATION** The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 26 colleges. CIS supports enterprise IT and applications, develops new technologies that advance the University's core mission, builds, upgrades and maintains the University's network, operates the University's Data Center and Service Desk, and manages the processes of safeguarding the University’s IT assets and operates the Cyber Security Operations Center (SOC). Additionally, CIS develops disaster recovery plans for business continuity, maintains the security of the University’s IT assets, and maintains the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY’s 26 colleges. Lastly, CIS provides strategic and operational IT leadership with respect to the maintenance, enhancement, and expansion of the CUNY network spanning across all CUNY campuses. Reporting to the Program Manager, the IT Project Manager (PM) leads a broad portfolio of highly complex and multifaceted IT Projects including overseeing the full lifecycle of systems and development initiatives. These projects require advanced project management methodologies, tools and strategic oversight to navigate the intricacies of dynamic and often evolving environments. The PM will collaborate closely with IT leadership and other functional managers to initiate, drive, and refine projects reaching consensus on project scope and deliverables, documented in the project charter. This role is critical in managing and mitigating the complexities associated with project schedules, scope, issues, risks, resources, and vendor relationships. Key responsibilities include, but are not limited to: + Oversees, plans, manages, and coordinates complex and enterprise scale IT project from inception to completion, defining and establishing baseline targets and project scope, while forecasting and managing IT project risks, delays and resource needs, and signing off on project deliverables. + Oversees and tracks a complex array of highly intricate enterprise projects encompassing application development, software, and hardware deployment or decommissioning, and implementation of Commercial Off-The-Shelf (COTS) or custom products, often with competing priorities and complex interdependencies. + Conducts comprehensive and in-depth analyses of business processes across CUNY to identify systemic inefficiencies, technical inadequacies and opportunities for system optimization; serves as a key liaison between business stakeholders, management, customers/end users, and software development and information technology team to convey stakeholder needs by translating complex business requirements into detailed and actionable software/technology requirements. + Organizes and leads detailed, high-level meetings with stakeholders to gather and document precise project requirements, translating them into business and technical specifications for the development of sophisticated and strategic technical solutions and designs. + Ensures strategic projects are executed within the strict confines of agreed schedules, budgets, and scope while navigating evolving challenges and unforeseen obstacles. + Ensures execution of timely progress reports and results on deviations from the project baseline, facilitating rapid issue resolution, escalation, and the management of changing circumstances. + Organizes, and leads project team meetings; monitors project changes and adjusts schedules as necessary; leads project team to track, analyze, and identify and manage project risks and address issues; recommends improvements and advocates for change requests. + Collaborates and communicates with project stakeholders, including sponsors, steering committees, user community, and team members; maintains consistent communication with stakeholders to promptly address issues and escalate as needed. + Develops complex workflow process diagrams and creates milestone charts, dashboards, and project team reports for senior management and other stakeholders; ensures that all project documentation is meticulously maintained and accessible through PMO platforms. + Oversees project-related coordination of critical project activities such as testing and training activities, quality assurance reviews, and change management approvals; guides and supports clients in preparing for rigorous User Acceptance Testing (UAT); ensures execution of test scripts by assisting clients in their roles during UAT and reporting test results/defects progress and results to project stakeholders and management; follows up to ensure defects are resolved; performs an initial review of the application before handing over to stakeholders. + Handles complex ad hoc requests, special projects, high-priority initiatives, and other related duties aligned with the position's scope and intent; may involve travel to work locations in any of the 5 boroughs. **NOTES :** 1. Until further notice, this position is eligible for a hybrid work schedule. 2. **An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.** **MINIMUM QUALIFICATIONS** **1.** A baccalaureate degree in computer science, engineering or a related field from an accredited college or university **and** five (5) years of satisfactory full-time experience in the oversight, planning, work management, coordination, analysis, functional design, and quality assurance associated with the assessment and implementation of information technology initiatives, policies, strategic plans and goals; **or** **2.** A baccalaureate degree from an accredited college or university **and** six (6) years of satisfactory full-time experience as described in “1” above; **or** **3.** A high school diploma or its educational equivalent **and** ten (10) years of satisfactory full-time experience as described in “1” above; **or** **4.** Education and/or experience which is equivalent to "1," "2" or "3" above. The following may substitute for some of the required experience required in "1," "2" or "3" above, as follows: College education (undergraduate credits) may substitute for up to four (4) years of the required experience in "3" above on the following basis: **A.** 30 to 59.9 semester credits substitute for 1 year of experience; **or** **B.** 60 to 89.9 semester credits substitute for 2 years of experience; **or** **C.** 90 to 119.9 semester credits substitute for 3 years of experience; **or** **D.** 120 or more semester credits substitute for 4 years of experience. Graduate credits in information technology, computer science or a related field may substitute for up to two (2) years of experience in "1" or "2" above on the following basis: **A.** 15 to 29.9 graduate credits substitute for 1 year of required experience; **or** **B.** 30 or more graduate credits substitute for 2 years of required experience. Each of the following valid current certification(s) may substitute for one (1) year of the required experience in "1," "2" or "3" above: **A.** Certified Business Analysis Professional (CBAP) issued by the International Institute of Business Analysis (IIBA); **and/or** **B.** Certified in Risk and Information Systems Control (CRISC) issued by ISACA; **and/or** **C.** Certified Information Systems Auditor (CISA) issued by ISACA; **and/or** **D.** Certified Information Systems Security Professional (CISSP) issued by ISC2; **and/or** **E.** Certified ScrumMaster (CSM) issued by the Scrum Alliance; **and/or** **F.** Cisco Certified Network Associate (CCNA) issued by Cisco; **and/or** **G.** CompTIA Project+ issued by CompTIA; **and/or** **H.** ITIL Foundation Certification issued by Axelos; **and/or** **I.** Microsoft Certified: Azure Administrator Associate issued by Microsoft; **and/or** **J.** Microsoft Certified: Azure Fundamentals issued by Microsoft; **and/or** **K.** Microsoft Certified: Azure Solutions Architect Expert issued by Microsoft; **and/or** **L.** Project Management Professional (PMP) issued by the Project Management Institute (PMI). **However, all candidates must have a high school diploma or its educational equivalent and at least three (3) years of experience as described in “1” above.** **Assignment Level II or III** **Level II:** After meeting the Qualification Requirements above, an additional two (2) years of satisfactory full-time experience in the oversight, planning, work management, coordination, analysis, functional design, and quality assurance associated with the assessment and implementation of information technology initiatives, policies, strategic plans and goals is required for Level II. **Level III:** After meeting the Qualification Requirements above and the Level II requirements, an additional two (2) years of satisfactory full-time experience in the oversight, planning, work management, coordination, analysis, functional design, and quality assurance associated with the assessment and implementation of information technology initiatives, policies, strategic plans and goals is required for Level III (for a total of 4 years of experience above the Qualification Requirements). **English Language Proficiency** **:** Demonstrated English language proficiency, including ability to speak, read, write, and understand English well enough to meet minimally acceptable performance standards set for job duties. **Motor Vehicle Driver License** **:** A Motor Vehicle Driver license, valid in New York State, may be required for some, but not all positions. **Note:** CUNY considers full-time work to be at least 35 hours per week. Part-time experience of at least 20 hours per week may be prorated by half and credited instead of,but not in addition to, full-time experience during the same period (e.g., two months of related work experience at 20-34 hours per week equates to one month of full-time related work experience.) Part-time experience of fewer than 20 hours per week **cannot** be credited at all. **OTHER QUALIFICATIONS** Preferred: + 5+ years of extensive experience deploying Microsoft 365 suite of productivity applications. + Proficiency with all Microsoft Office tools, including Word, Excel, Visio, and PowerPoint, and a high proficiency in Microsoft Project. + Demonstrated ability in managing multiple, competing, and sometimes conflicting priorities, stakeholder expectations, and requirements to champion ideas and solutions; multitasking under tight deadlines. + Excellent interpersonal skills, reflected in the ability to build exceptional rapport with university stakeholders including unit staff, subject matter experts, technical staff, administrators, faculty, and students and to successfully form cooperative partnerships with both internal and external stakeholders. + Outstanding communication skills with the ability to facilitate group discussions and communications, effectively articulate client needs, collaborate, and lead presentations within the management structure to diverse groups of technical and non-technical stakeholders. + Knowledge and proficiency in system development life cycle (SDLC) methods and processes. **COMPENSATION** Level 1: **$104,983** Level 2: **$114,272** Level 3: **$125,281** **BENEFITS** CUNY offers a comprehensive benefits package to employees and eligible dependents based on job title and classification.
