The incumbent functions as a senior systems analyst of a project/program support team and performs complex information technology (IT) systems assignments. Applies analytical processes to the planning, design, development, implementation, and maintenance of a variety of complex, critical software development... ...and integration services to include Distribution Standard System (DSS), Warehouse Management System (WMS), and SAP. Work with customer functional proponents in their formulation of requirements that results in a new system design or major modification to Automated Information Systems (AIS). Performs “level of effort” assessment/ impact analysis in collaboration with customers, coworkers, and system users for fixes, enhancements, and other changes based on high level business requirements. Assists in the evaluation, selection, and integration of commercial-off-the-shelf (COTS) and/or Government-off-the-shelf (GOTS) solutions. Responsible for developing, coordinating, operating, evaluating and executing IT/OT project management for various aspects of the J62 portfolio, and the assigned programs. Provides support in achieving DLA audit readiness goals and objectives to include direct support to audit readiness teams through the completion of specific tasks and deliverables. Responsible for capturing and interpreting metrics related to technical performance of deployed capabilities as assigned. Maintains communications and situational awareness of project scope, schedules, resource requirements... ...and status with all stakeholders to include: project team members, team member supervisors, senior management, and a wide array of DLA customers. Requirements Conditions of Employment Qualifications To qualify for an IT Project Manager (SYSANALYSIS) your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert skill in applying IT/OT program and project management policies, principles, methods, and practices to: define project resources, milestones and deliverables; develop project plans and schedules. Lead and influence multi-disciplined project teams; negotiate with managers for project resources. Monitors IT/OT project activities; address and solve project problems; communicate project status to stakeholders; and manage the constraints of delivering a complete project within scope, schedule and cost. Utilizes information systems technologies, telecommunications, networking, and systems architecture as currently implemented and understood in both government and the private sector. Responsible for general office tasks, managing and coordinating with appropriate action officers as required, providing timely status updates; ensuring suspense's are met for on time delivery. The incumbent has 60 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.
