IT/SCADA Manager

The IT/SCADA Manager is responsible for training and overseeing the daily activities of the Instrumentation and Controls and Electrical staff. Working with the city on all IT Scada Projects and improvements.

RESPONSIBILITIES

Allocates work and provides technical direction, assistance and training to other personnel. Write SOPs and ensures that all SOPs are followed, DOT, OSHA and other requirements are met. Makes recommendations for improving SOPs by gathering feedback from field techs performing them. Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals. Trains employees on proper plant operations, repair and installation techniques, SOPs and safe work practices, ensure proper safety measures are in place and personal protection equipment is issued and utilized. Manages the software that approve, issue, print, assign and close out work orders. Manage the Supervisory and Control and Data Acquisition (SCADA)Support Division alongside Electrical department schedules and on call rotation. Manage financial aspects of the IT Department, including purchasing, budgeting, and budget review along with maintenance budget for the project. Manage SCADA network installation and Telemetry installation to conform to OKC SCADA Standards Ensure the backup of all SCADA systems data and programs utilizing Asset Centre on a biweekly basis. Manage capital improvement projects for SCADA and electrical, attend all corresponding planning meetings. Managing SCADA system security training for OKC client to insure all INFRAMARK employees are up to date with city standards. Review technical drawings and submittals, approve redline drawings and make changes as needed for engineering plans to adhere to OKC SCADA standards. Monitors and inspects work performed by staff then recommends & coaches appropriate improvements needed. Implement and encourage long term development growth plans for all employees. Maintain and oversee monthly client report sections for the SCADA/IT Electrical department. Complete Managerial reports and keep Maintenance Manager updated on staffing, work orders, budget and projects. Coordinates access control utilizing AARF program for contractors working at OKC project. Maintains client inventory of all laptops and computers, maintenance and replacement programs. Approve and assure time for all SCADA/IT and Electrical employees is correct and processed for payment. Manage all phone and laptop issuance, orders, maintenance, upgrades to include hot spots and tablets. Including issuing and configuring devices for employees across the project. Oversee provision of end-user services, including help desk and technical support services to include creating help desk tickets, follow ups and completion of tickets. Direct research on solutions in support of procurement efforts of potential technology and security improvements of current systems. Manage IT staffing, including recruitment, supervision, scheduling, development to include annual reviews encompassing recommendations for wage increases based on skills and disciplinary actions.Manage training and skillset check lists to further educate technicians to acquire skillsets needed to complete their jobs. Manage all disciplinary actions for all employees under the SCADA/IT Electrical department umbrella and communicate those actions to executive team. Recommend promotions and advancement for employees based on milestones, skill advancement through certifications and licenses.Other duties include attending organization strategic planning meetings and workshops Willing to work all shifts, including weekends, holidays, evening and 24-hour emergency on call.

Education/Experience: High School Diploma or GED and 8 years of experience.

Licenses/Certifications: Valid Drivers license, Skill Assessment 100%,Class B WW License, 5 years experience, Drone Certificate, Basic and advanced PLC course.

Technical: Ability to follow manual & operating instructions; Advanced knowledge of all aspects of control systems including SCADA, control loops, flow meters, process analyzers, etc. Root Cause Failure Analysis; Knowledge of hazardous material handling. Advanced proficiency with Microsoft applications, internet, i-fix and Allen Bradley programming. Ability to work with basic office equipment & phone systems.

PHYSICAL DEMANDS

Must be able to: frequently lift 50-60 pounds; load, unload & move large equipment/tools; access confined spaces; continuously walk and climb stairs and ladders.
