Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)". This is a National Guard position is for an IT SPECIALIST (CUSTSPT), Position Description Number T58212P1 and is part of the 169 CS, South Carolina Air National Guard. Responsibilities This position is located in the Information Systems Function Branch, Communications Division Flight, Mission Support Directorate Group, of an ANG Aviation Wing Flying Activity. Primary Duties are to serve as the Base Information Assurance Manager and focal point for Information Warfare and all telecommunications and information technology security related functions at Flying Wing, Tenants and geographically separated units if assigned. The position establishes base policy, manages, operates, and maintains the Computer Security (COMPUSEC), Certification and Accreditation program, Emissions Security (EMSEC), Security Awareness Training and Education (SATE) Information Assurance Awareness Program, Malicious Logic Program, FORTEZZA Operational Security Program, Information Condition (INFOCON), Base Network Security program, and Public Key Infrastructure (PKI) and the Multilevel Security (MLS) systems. Serves as the Base Communications Security (COMSEC) Manager to include Secure Voice Communications Device program management and manages the Air Force Electronic Key Management System (AFEKMS), in units where a COMSEC account is assigned. This position performs duties necessary to accomplish information security functions in support of programs essential to state Air National Guard daily operations, training, and readiness missions. 1. Manages the COMSEC account for the Wing/Base and subordinate units. Ensures that the COMSEC Responsible Officer's (CRO's), Secure Telephone Unit (STUIII) Voice Responsible Officer's (SRO's) (SVRO's), and FORTEZZA Responsible Officers (FRO's), comply with Air Force, National Guard, state, Federal laws and applicable regulations. Act as the sole point of contact to the wing commander concerning the Wing COMSEC posture. Provide guidance to unit commanders, CRO's, SRO's SVRO's, FRO's, and COMSEC users. Establish training programs for CRO's, SRO's, and SVRO's, FRO's and alternates. Report deviations from established COMSEC and Security guidelines to higher headquarters. Assure semi-annual functional reviews of all COMSEC users' accounts are performed. Manages the AFEKMS program for the Wing/Base. Initializes the system, performs system backups, determines operator access and control functions (privilege management), reloads and configures the operating system's parameters. Installs hardware and software and trains alternate(s) in the AFEKMS operations. Provides Data Transfer Device (DTD) Modern Key transfer device training to assigned CROs. Prepares Emergency Action Plans (EAP's) Operating instruction to ensure that the EAPs can be implemented immediately. Itemizes procedures on task cards that are necessary while simultaneously preventing compromise of COMSEC material. Conducts and documents semi-annual dry runs involving all personnel associated with the COMSEC account. 2. Serves as the Base Computer Security (COMPUSEC) Manager. Establishes and publishes base-wide policy, as required, to effectively manage the Wing/Base COMPUSEC programs. Serves as Wing/Base Information Systems Security Manager (ISSM). Assists all Wing/Base organizations in the development of their individual COMPUSEC program. Manages, provides guidance and assists in the preparations of all certification and accreditation packages in accordance with prescribing directives. Makes recommendations to the Designated Approval Authority (DAA). Uses state of the art information security software and hardware tools to gather information and manage security on assigned telecommunication networks and in the Wing/Base "firewall" or "Barrier Reef" software and hardware. Analyzes the information gathered to determine vulnerabilities, threats, and detect any compromises. Utilizes approved software to ensure Ensures user password configuration and use meets current standards. May be required to assist investigating agency on cases of sensitive matters. Manage the Information Protection Assurance Assessment & Assistance Program (IPAAP) (IAAP) for the wing, tenants, and GSUs. Work with the Network Control Center (NCC), and the Regional Operations Security Control center (ROSC), to implement procedures to protect information on all networks managed by the NCC. Performs IPAAP IAAP assessments, per prescribing directives, of all wing units and assigned GSUs. 3. Manages, develops, and conducts the base computer Security Awareness Training and Education Information Assurance Awareness Program. Maintain master records of SATE Information Assurance Awareness training for the Wing and supported GSU's, providing statistical data to command authorities as required. Serves as the Telecommunications Monitoring and Assessment Program (TMAP) Manager. Evaluates, advises, and trains agencies organizations and users throughout the entire Wing on TMAP requirements. Manages the Base Emissions Security (EMSEC) program. Assists computer systems users on all matters concerning Emissions Security. Area of Consideration: This position is open to Areas 1. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency). *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE REQUIREMENTS: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. *For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must obtain and maintain a TOP SECRET clearance level. 2. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140, DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level. 3. All certifications are required within 6 month of employment. 4. Position is designated as OM-STS-01 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. KMI Course highly desired. 6. Must have 3 years of COMSEC experience. Education Substitution of Education for Specialized Experience - For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
