Summary This National Guard position is for an IT SPECIALIST (PLCYPLN) (Title 32), Position Description Number NGD2176P01 and is part of 114 COMMUNICATIONS FLT. This is a Permanent, Title 32, Dual-Status position. AREAS OF CONSIDERATION: - Members of the South Dakota Air National Guard or those eligible to join. Responsibilities As an IT SPECIALIST (PLCYPLN), GS-2210-11, you will: This position is located in the Command Section, Communications unit, Mission Support Group of an Air National Guard Flying Wing. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve as a senior information technology (IT) and communications specialist and consultant to management in support of installation IT and communications policy and plans to include the unit's ability to provide command, control, communication, computer, and intelligence (C4I) programs essential to the operations, training, and readiness missions. Analyzes organizational processes and procedures through assessment of management, operational, technical and administrative practices pertinent to the organization. Identifies process, system, and training deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Duties involve a wide range of IT and communications management activities that extend and apply to the entire organization. Serves as an advisor to the Commander and senior staff members regarding compliance, readiness posturing, and mission limiting issues. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Open to Enlisted only. Selected individual must be assigned to a compatible military position in the following AFSC upon date of hire: AFSC 1D7XXX. Aptitude scores can be checked on the vMPF or at the Customer Service in the Force Support Squadron and physical profile in the medical squadron. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. QUALIFICATION REQUIREMENTS: At the GS-11 level, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: 1-year specialized experience in the competencies/knowledge, skills and abilities listed. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Skill in preparing and presenting findings and making recommendations through written and oral presentations. Knowledge of operational and performance characteristics of IT and communications systems to develop procedures/policies/practices to meet local and national standards. Ability to understand and utilize organizational mission and objectives to guide process recommendations and evaluations while ensuring standards are met. Knowledge of AF and ANG personnel, training and administrative programs, principles, and practices used to manage and track compliance with training and quality standards. Skill to modify existing communications systems and relate all aspects of the work to overall system requirements, advise on and implement new technology, and offer alternative approaches in operating systems development and/or problem resolution.
