Summary This IT SPECIALIST (CUSTSPT) position, is located at the State National Guard Headquarters in one of the following organizations: Deputy Chief of Staff for Information Management (J6/G6); USPFO; Recruiting Retention Battalion and is part of the CA 1106 TASMG. Responsibilities THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the IT SPECIALIST (CUSTSPT), GS-2210-9/11, is to serve as an Information Technology (IT) Specialist (CUSTSPT) responsible for the delivery of customer support services, including installation, configuration, troubleshooting, customer assistance and/or training, in response to customer requirements. As an IT Customer Support Specialist, the incumbent is responsible for providing Tier II technical support at the Service Desk and responsible for customer relationship building and problem resolution management. Work is performed in a tiered Service Desk environment involving support to multiple sites for the planning and delivery of information technology customer support services including installation, configuration, troubleshooting, customer assistance, and/or training in response to customer requirements. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. Military Grades: E-4 through E-7 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Security Clearance: at a minimum a National Agency Check is required. This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification must be obtained within six months. Certification requirements are outlined in DoD Instruction 8570.01-m. Qualifications General Experience: Must possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles to understand the stages required to automate a work process; Experience gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems IT SPECIALIST (CUSTSPT), GS-2210-09 (Trainee): Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system; Experience planning the sequence of actions necessary to accomplish the assignment; Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. IT SPECIALIST (CUSTSPT),GS-2210-11: Must have at least 36 months experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; Experience that required adaptations of guidelines or precedents to meet the needs of the assignment; Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. TRAINEE POSITION: Applicants not meeting full qualifications for the GS-11 position indicated above may be considered for GS-09 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor. Your qualifications will be evaluated on the following competencies: Customer Service Hardware Operating Systems Problem Solving Education Substitution of Education for Specialized Experience: GS-09: A masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required. GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills and abilities necessary to do the work required. When there is a positive education or certification requirement, or you are using education to qualify as a substitution for experience, copies of transcripts (unofficial) and/or certificates are required at the time of application to verify that you meet the educational/certification requirement or substitution. Failure to provide transcripts and/or certificates at the time of application will result in automatic disqualification. Only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education may be credited.
