Responsibilities The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table. As a IT SPECIALIST (ENTARCH) you will be responsible for the following duties: The incumbent serves as an Enterprise Architect (EA), for DCSA in the PEO and provides technical guidance and advice to the agency. The incumbent reports to Engineering Provides specialized insight related to the PEO designing, developing, and maintaining optimized business architectures, leveraging the DCSA Artificial Intelligence Platform as a Service (AI PaaS). Performs analysis and assessment of modern, cloud-based PEO programs and processes, develops, and interprets mission and program policy and performs staff action officer functions for business architectures in the PEO. Ensures appropriate application of analysis and program/project support for executing plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all PEO investments. Develops and maintains business, systems, and information processes to support enterprise mission needs; develops information technology (IT) rules and requirements that describe baseline and target architectures. Performs work involving identification and incorporation of new concepts and ideas for optimized enterprise business and systems architectures in a cloud environment. Leverages both Commercial off the Shelf (COTS) Software as a Service (SaaS) and custom developed applications in achieving particular missions and goals, technological trends and significant advancements in operational and mission analysis. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Coordination, synchronization, and integration of work and requirements, particularly in the context of project and system development, cloud architecture, and infrastructure/systems engineering. Experience documenting technical expertise and work with emerging information technology, as well as demonstrated proficiency in designing, implementing, and managing cloud-based solutions and hybrid infrastructures. A background in integrating and operationalizing information assurance/information security policies, aligning them with modern engineering standards, architectures, and the development of tools to support secure and scalable system designs. Specifically you will be evaluated on the following competencies: 1. Information Technology Life Cycle Management - Plan, develop and/or manage processes across the information systems/services life cycle to ensure Information Technology capabilities meet current and future organizational and enterprise missions. 2. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. 3.Operating Systems - Knowledge of computer network, desktop, and mainframe operating systems and their applications. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
