Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Assessment & Authorization (A&A) Information Systems Security Officer (ISSO) in the Corporate Operations Department, ACIO/Information Technology Division, Cybersecurity Branch (Code 1043) of the Naval Surface Warfare Center Dahlgren Division. Responsibilities You will assist in ensuring all actions are complete and the Assessment and Authorization package is deemed satisfactory before submission either internal or external to NSWC Dahlgren to obtain authorization or accreditation. You will develop the necessary information and artifacts needed to consider the strategy for maintaining the vast number of IT assets that are maintained in the Core Assessment and Authorization packages. You will help facilitate completion of applicable Assessment and Authorization documentation. You will ensure accurate, current and complete information and data is entered and maintained in the Enterprise Mission Assurance Support Service (eMASS) repository. You will work with the core package team, the Assessment and Authorization Team Lead, and the Cybersecurity Branch Head to help develop standardized Information Systems Security Officer (ISSO) training. You will assist in the preparation for and participate in actual or simulated cybersecurity inspections and assessments. You will assist in reviewing Firewall Modifications, Software and Hardware Approvals, Technical Configuration Board Waivers, Endpoint Security Solution Waivers, Public Key Infrastructure Waivers, and provide input and feedback. You will assist in tracking hardware and software compliance, including, but not limited to support; and Department of the Navy (DON) Application and Database Management System (DADMS). You will assist in monitoring and tracking IAVA compliance, ACAS scans and STIG compliance for the Core Assessment and Authorization Packages. You will assist in reviewing and provide input regarding IT Purchase Requests for consideration before approving or denying the request. You will attend various meetings as necessary to maintain awareness or provide guidance, direction or any other input. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying Information Technology (IT) security principles to monitor and evaluate systems compliance with cybersecurity requirements. Examples of qualifying experience may include (1) knowledge of general Information System Security Officer (ISSO) duties and responsibilities; (2) knowledge and experience with Risk Management Framework (RMF) or other Assessment & Authorization (A&A) experience, including hands-on experience with shepherding A&A packages through the applicable authorization/accreditation process; (3) expertise with conducting and reviewing scanning (e.g., Assured Compliance Assessment Solution (ACAS)), reviewing and implementing Secure Technical Implementation Guides (STIGs), and using the DoD/DISA STIG Viewer tool. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $156,755). This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
