IT SPECIALIST (INFOSEC)
Summary You will serve as an IT SPECIALIST (INFOSEC) in the MISSION MANAGEMENT WORK CENTER, MISSION MANAGEMENT DIVISION INCIDENT HANDLING, CURRENT OPERATIONS DEPARTMENT of NAVY CYBER DEFENSE OPERATIONS COMMAND. GG-11 SALARY RANGE: $87,165-$119,119 GG-09 SALARY RANGE: $77,263-$105,591 This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will track and report on systemic and application specific security problems in tactical and administrative systems. You will ensure security levels and reporting are within required guidelines set by higher authority. You will review the results of incident handling details of Navy network cyber security incident/event data for reportable significance. You will attend technical and non-technical briefings. You will coordinate and operate the Information Technology Service Management (ITSM) Database help desk. You will respond to the Navy customer base in the incident/event reporting, cyber investigation, and recovery from network attacks. You will perform help desk support of incident handling cyber investigations. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Mitigating network and application specific security problems through Incident Handling methods. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Providing expertise on matters related to cyber investigation reporting. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing informational updates to chain of command on current/future developments of security threats and vulnerabilities to include operational effects and impact. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Performing help desk support of handling cyber investigations. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: GG-11: -Experience evaluating, implementing, and disseminating information technology security assessments, monitoring, detection and tracking tools. -Experience performing investigative methods on cyber security investigation documentation, and collection of evidence associated with cyber intrusion incidents. -Experience performing incident triage, to include determining scope, urgency and potential impact. -Experience identifying the specific security vulnerability and making recommendations for remediation. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-11. GG-09: -Experience recognizing and categorizing types of vulnerabilities and associated malicious attacks. -Experience tracking and documenting incidents from initial detection through final resolution. -Experience reviewing cyber incident/event data and information from several sources. This position is within the Work Category PROFESSIONAL at Work Level ENTRY/DEVELOPMENTAL, Series and Grade GG-2210-09. GG-11 Successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; or Successfully completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GG-09: Successfully completed a master's or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; or Successfully completed 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
