Summary You will serve as an IT Specialist (INFOSEC) within NAVAL RESEARCH LABORATORY This is a public notice flyer to notify interested applicants of anticipated vacancies. Responsibilities You will develop information security standards and procedures, and oversee implementation of the standards and procedures. You will apply your knowledge of cybersecurity policy, procedures, and workforce structures to develop, implement, and maintain a secure enclave environment. You will ensure all enclave Information Systems are functional and secure. You will perform comprehensive evaluations of Assessment and Authorization plans to ensure compliance. You will ensure that protection and detection capabilities are acquired or developed using the Information Systems security engineering approach. You will identify Information Technology security program implications of new technologies or technology upgrades. Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the Federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all IT services. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Developing and implementing programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicating and collaborating with the Command ISSM (CISSM) and Command Security Manager in areas of mutual interest and impact. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Assessing security events to determine impact and implementing corrective actions. Grade 4: In addition to the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower pay band (NO-03) or grade level (GS-11/12) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of technical and non-technical security features and safeguards of an IT system, application, or network; 2) Knowledge of the assessment and authorization process, including A & A package requirements; 3) Knowledge of Federal, DoD, and DoN Information Assurance regulations, policies and standards; and 4) Ability to communicate effectively both orally and in writing. Grade 5: In addition to the four competencies above, your resume must also demonstrate one year of specialized experience equivalent to the next lower pay band (NO-04) or grade level (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of technical and non-technical security features and safeguards of an IT system, application, or network; 2) Knowledge of the assessment and authorization process, including A & A package requirements; 3) Knowledge of Federal, DoD, and DoN Information Assurance regulations, policies and standards; and 4) Ability to communicate effectively both orally and in writing. Education Additional Information This is a Cyberspace Workforce position, work role code Vulnerability Assessment and Management proficiency level 54. The incumbent is required to obtain and maintain qualifications in DoD M 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
