Summary You will serve as an IT SPECIALIST (INFOSEC) in the Command, Control, Communications and Cyber Directorate (J6), Cyber Strategy, Plans, Policy and Partner Engagement (J65), Theater Security Cooperation & Interoperability (J651), of HEADQUARTERS US INDO-PACIFIC COMMAND. Responsibilities You will execute system authorization as defined in the National Institutes of Science and Technology (NIST) and (Risk Management Framework) RMF. You will ensure that all information systems in the AO’s scope of responsibility are properly authorized IAW RMF and configurations management policies and practices. You will make risk based recommendation to supervisor for assessments and authorizations. You will work with the Theater Security Cooperation and Interoperability team to coordinate with program level Information System Security Manager (ISSM). Requirements Conditions of Employment Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. GS-13: In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an expert knowledge of information system concepts, principles, practices, procedures, techniques, emerging technologies, and latest developments along with broad knowledge to plan, organize, develop, direct, and evaluate long-range plans that support both the acquisition of and configuration changes to complex information systems. Your resume must include experience demonstrating the following: 1) Integrating technological advances and enhanced processes with existing systems and processes to make systems more effective and efficient; 2) Determining the applicability of existing guidelines and developing relevant management policies and guidelines where such guidance is lacking or ambiguous and provide a coherent framework of policy and guidance for the development or modification of processes and procedures; 3) Managing and implementing large scale projects; 4) Applying the Risk Management Framework (RMF) with a focus on Assessment and Authorization; 5) Making recommendations for improvements in RMF operating processes based on a thorough knowledge of cybersecurity, data communications security policies and protocols, military operations, information technology systems, network engineering, and software; and 6) Evaluating security risk of operating and connecting assigned systems to the DOD Information Network (DODIN). GS-12: In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a mastery knowledge of information system concepts, principles, practices, procedures, techniques, emerging technologies, and latest developments along with broad knowledge to plan, organize, develop, direct, and evaluate long-range plans that support both the acquisition of and configuration changes to complex information systems. Your resume must include experience demonstrating the following: 1) Supporting the integration of technological advances and enhanced processes with existing systems and processes to make systems more effective and efficient; 2) Determining the applicability of existing guidelines and developing relevant management policies and guidelines where such guidance is lacking or ambiguous; 3) Managing and implementing large scale projects; 4) Applying the Risk Management Framework (RMF) with a focus on Assessment and Authorization to ensure they are in compliance with RMF and other cybersecurity related guidance; 5) Making recommendations for improvements in RMF operating processes based on a knowledge of cybersecurity, data communications security policies and protocols, military operations, information technology systems, network engineering, and software; and 6) Evaluating security risk of operating and connecting assigned systems to the DOD Information Network (DODIN).
