Summary You will serve as an IT Specialist (INFOSEC) in the Research & Development Group, Spectrum Warfare Department of NAVAIRWARCENWPNDIV CHINA LAKE. Responsibilities You will develop and maintain an organizational information system-level cybersecurity program that identifies IT architecture, cybersecurity /IT requirements, cybersecurity /IT objectives and policies, and cybersecurity processes and procedures. You will ensure that information ownership responsibilities are established for each DoD information system (IS), to include accountability, access approvals, and special handling requirements. You will ensure the development and maintenance of cybersecurity authorization documentation by creating, reviewing, and endorsing such documentation, and making a recommendation to the Information Systems Security Manager (ISSM). You will maintain a repository for all cybersecurity Assessment and Authorization documentation and modifications within their assigned organization. You will ensure that all Privileged Users receive the necessary technical and cybersecurity training, education, and certification to carry out their cybersecurity/IT duties. Requirements Conditions of Employment Qualifications Your resume must demonstrate I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Participating in planned and unscheduled security inspections to include cybersecurity validations and command physical security inspections, ensuring cybersecurity incidents are reported and actions are taken in accordance with Incident Response Plan procedures. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Coordinating with users to clarify requirements, obtain missing data, explain processing delays, discuss priority adjustment options, discuss alternative process methods and anticipated time of process completion. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing user education and training in an individual or group setting, reporting status to the Command Information System Security Manager (CISSM), and providing annual training on topics such as data transfer procedures, incident response procedures, and command cybersecurity policies. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Exercising proper judgement and timely decision-making skills, and performing IT review of new equipment prior to procurement. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (INFOSEC). Specialized experiences must include duties related to the following: (1) Utilizing computer systems and related cybersecurity software and hardware components; (2) Performing cyber security risk assessments, physical security assessments, user awareness training, and develop authorization documentation; (3) Managing cybersecurity for Enclave Zone B, C, and D laboratory configurations; and (4) Applying Risk Management Framework (RMF) process, and cybersecurity procedures/mitigations to mobile devices.
