IT SPECIALIST (INFOSEC/SYSANALYSIS)

The primary purpose of this position is: To serve as the Joint Electromagnetic Warfare Center (JEWC) Information Systems Security Manager (ISSM) and the information assurance program lead with responsibility for implementing, managing, and updating the information assurance security (IAS) plan, performing IA program oversight, and reporting incidents and technical issues. Responsibilities Serves as the Joint Electromagnetic Spectrum Operations (JEMSO) mission systems security analyst and advisor. Serves as the center's Information Systems Security Manager (ISSM). Plans, organizes, coordinates, and manages information system security for the center's assets. Serves as primary point of contact for the center's information assurance (IA) program. Serves as contracting officer representative. Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11(or equivalent in other pay systems) which includes; Applying a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software. Skill in applying information systems security principles, concepts, methods, and practices including up-to-date knowledge of INFOSEC and computer network defense tools sufficient to provide technical advice to management on a wide range of complex IT issues involving cyber incident response, cyber forensics, and cyber defense activities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying IT security, information security (INFOSEC), cyber forensics, and computer network defense concepts, practices, and tools; as well as cyber threat and intrusion detection concepts, disciplines (e.g., disk, network, memory, malware analysis), tools, methodologies, techniques, and procedures sufficient to identify and develop countermeasures to attackers to gain access to classified and unclassified DoD computer networks and systems. 2. Knowledge of and skill in applying incident management, response, analysis, and reporting concepts and procedures; incident categories, appropriate responses to varying incident types, and timelines for response; and computer security incident response processes including countermeasure mitigation strategies, malware analysis, network traffic analysis, and network system analysis/forensics. 3. Knowledge of threat types and capabilities; different classes of attacks (e.g., passive, active, insider, close-in, distribution); and system and application security threats and vulnerabilities (e.g., buffer overflow, mobile code, cross-site scripting, Procedural Language/Structured Query Language [PL/SQL], injections, race conditions, covert channel, replay, return-oriented attacks, and malicious code) sufficient to respond to cyber threats, vulnerabilities, and attack methodologies and stages. 4. Knowledge of a wide range of systems analysis and project management concepts, principles, and techniques (e.g., sequencing actions, procurement requirements, project controls), new and emerging information technologies, and of customers' business processes and operations to anticipate and refine functional requirements. 5. Skill in applying computer network defense and vulnerability assessment tools and capabilities including commercial and open source tools, network traffic analysis tools, identification and authentication technologies, Security Information and Event Management (SIEM) tools, firewalls, malicious code identification tools, intrusion detection/prevention tools, proxies, email security filters and vulnerability scanning tools among other technologies such as those employed by DoD to protect systems and networks. 6. Ability to communicate effectively, clearly, and concisely sufficient to convey complex technical information to varying audiences using verbal, visual, and written communication methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
