Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (NETWORK)(T32), Position Description Number D2389000 and is part of the AL HQ 226 CCG, National Guard. ORGANIZATION: 226 COMBAT COMMUNICATIONS SQUADRON, MONTGOMERY, AL SELECTING OFFICIAL: LT COL P. TRITZ Responsibilities 1. Coordinates frequency needs with command level spectrum management office to maintain current allocations and obtain new authorizations. Secures operating authority, and ensures minimal interference by ANG radio frequency (RF) operations. Analyzes RF spectrum requirements and determine compatibility with other users considering transmitter and receiver specifications, antenna data, emission characteristics, and modes of radio wave propagation. Reviews and validates radio frequency allocations. Maintains frequency records and associated databases. (25%) 2. Provides technical expertise and oversight, in the installation, administration, optimization, operation, and maintenance of multiple large and enhanced complex networks and communication systems. Working knowledge of information security/information assurance policies, principles, and practices in the delivery of all information technology services. Oversees installation, configuration, testing, migration, integration, operation and maintenance of IT and communications systems. Ensures appropriate allocation of resources and minimal service disruptions, and advises customer support specialists, by providing post-implementation support to end-users. Establishes project plans and priorities and coordinates with appropriate personnel to carry out the plans. Provides guidance on the development of complex project plan tasks and timeliness. Provides detailed information regarding all technical aspects of equipment, software, and systems. Develops and applies project management techniques to the obtainment of new systems and enhancements to existing systems projects. Coordinates on decisions regarding strategic changes to IT capabilities. Reviews outstanding requirements, assesses and validates priorities, and provides solutions to customer problems. Oversees effort to set up, load, and configure hardware and software to operate networks as defined in the technical design plan. Coordinates installation, sustainment, and maintenance issues with IT specialists and maintenance personnel, and plans for post-implementation support to end-users. Monitors progress of assigned projects and ensures timelines are met. Oversees the test and implementation of vendor-supplied modifications to existing operating systems and the installation and relocation of equipment with organizations on or supported by the base IT function. Manages the preparation of plans and procedures and documentation for use by IT specialist and operations personnel and recommends revision of operating procedures as necessary. Assesses the security effectiveness of installed systems. (25%) 3. Develops and recommends technical solutions to mission and customer requirements. Defines broad objectives as to scope and priorities of projects and requirements in the section and guides subordinates in the achievement of those objectives. Determines time frames and schedules section personnel assignments to meet objectives. Initiates and leads transition meetings to facilitate customer acceptance of systems and operational aspects of the project. Identifies and addresses critical operational issues and certifies operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. Reviews proposals for change, analyzes data, and compares alternatives. Ensures that all hardware and software components are available for installation of new and upgraded IT and communications systems; and, where necessary, relocation of existing services and equipment. Monitors production activity and identifies actions to improve performance. Performs network and operational validation testing of hardware, software, and communication systems. Analyzes performance data and operating parameters to troubleshoot, correct and forecast problems. Ensures availability and use of quality assurance checklists to ensure equipment, systems, and software meet technical design specifications and are configured for optimal operation. (20%) 4. Manages Commissioning and Acceptance requirements for contractor delivered operating systems and services. Ensures quality control process is utilized for new and existing contracts. Ensures a review of technical specifications and requirements is accomplished for procurement requests submitted to the contracting office. Leads technical team efforts for contract proposal reviews and independently determines adequacy of vendor ability to perform requested service or delivery of requirements. Oversees, monitors and evaluates actual progress of work against approved schedules for contract support, identifies potential slippage, and recommends corrective action.(20%) 5. Adheres to management control plan requirements by conducting self-inspection and staff assistance visits. Resolves identified discrepancies. (10%) Performs other duties as assigned. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. KNOWLEDGE REQUIRED: --Knowledge of IT and communication systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. --Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers. --Knowledge of network operations and maintenance methods; network architecture optimization techniques; the capabilities and limitations of the computer equipment and system software configuration in order to manage the tenant network, carry out network and/or telecommunications projects and coordinate efforts with others affected in the organization. --Knowledge of systems development, modification, testing, installation, operations, and maintenance methods as well as the organization's network and communications architecture and protocols to provide support related to: test, evaluation, installation, configuration and modification of hardware and software for operating systems, network platform, interface connectivity; etc.; provision of network services and planning for increased or changed requirements; modifications and integration of network and communications systems consistent with existing or planned infrastructure/architecture; configuration management changes and upgrades; and connectivity between remote sites. --Knowledge of methods, principles, and practices covering troubleshooting of complex computer and communications system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. --Knowledge of methods and practices involved in the integration of system components sufficient to optimize system performance. Knowledge of performance measurement tools, systems testing and diagnostics, COTS products, Internet technologies, analytical methods and practices, requirements analysis techniques in order to: test and optimize the functionality of the systems, networks, and data; provide advice on a wide range of IT issues; ensure optimal use of commercially available products; represent the organization in interactions with other organizations; prepare and present reports; conduct analyses and recommend resolution of difficult issues; identify and define business requirements applied to the development, implementation management and support of systems and networks; etc. --Knowledge of IT security principles and products; DOD and agency policies, procedures, regulations, directives, and requirements related to physical, personnel, emanations, and information security; methods for evaluating risk or vulnerability; IT INFOSEC security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. --Knowledge of the mission, objectives, terminology, and management practices Wing and tenant organizations to recognize probable areas of interaction and overlap between proposed and existing systems, system modifications and upgrades. --Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of computer software problems. --Ability to communicate effectively both orally and in writing and maintain effective relationships. Ability to modify existing systems and relate all aspects of the work to overall system requirements, advise on and implement new technology, and offer alternative approaches in operating systems development and/or problem resolution. --Ability to stay well informed on rapidly changing technology to evaluate its possible impact on organization missions and to develop plans to satisfy requirements.
